Thorpe, Water Quality Supervisor Washington Regional Office SUBJECT: Wasteload Allocation Northeast Craven Utility- Craven County Northeast Craven Utility operates two waste treatment plants that serve the same development (Fairfield Harbour) . One dis- charge is permitted for 0 . 1 MGD to Broad Creek and the other discharge is permitted for 1 . 0 MGD to the Neuse River. It is my opinion that since the waste is generated by one development and the total development is permitted for more than 0 . 5 MGD, both discharges should be limited to 2 mg/1 of total phosphorus . Attached, are the two wasteload allocations . The allocation for the 1 . 0 MGD discharge to the Neuse River has been signed. The allocation for the 0 . 1 MGD discharge to Broad Creek is being returned for revision. RKT/ekw Attachment
