Thorpe, egiong1 Engineer Water Quality Section SUBJECT: Wasteload Allocation Northeast Craven Utility Fairfield Harbour Craven County Fairfield Harbour has requested preliminary approval for expanding their existing 0.1 MGD treatment facility to 0.3 MGD at the present discharge location in Upper Broad Creek. A copy of their request is attached. As you know, our Coastal Regu- lation 15 NCAC 2H .0400 currently prohibits the expansion of existing discharges into the lower Neuse River; however, this regulation is being modified and changes should be effective in March, 1983. Fairfield Harbour would like to know what efflu- ent limits they can expect as soon as possible so that they can begin design work. Please prepare a wasteload allocation for this proposed expansion to 0.3 MGD and also for 1.5 MGD. A discharge of 1.5 MGD will be required for future flows. I would ask that you look at the effects on nutrients as well as dissolved oxygen in Upper Broad Creek. RKT/ekw
