Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.* Prior to site plan design, the applicant requested that a detailed delineation was conducted so that impacts to buffers could be minimized. The proposed buffer impacts have been minimized to only those necessary for construction of the outfall for SCM #1 (wet detention pond). The riparian buffers within proposed Lots 1 & 2 were historically converted to agricultural field and are currently maintained as mowed grass. There is no proposed grading within the riparian buffers within the lots. It is anticipated that the riparian buffers within Lots 1 & 2 will be maintained as mowed grass. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.* Access during construction will occur from uplands. Silt fencing will be installed around all disturbed areas to accidental disturbance within buffers outside of the impact areas and prevent loss of sediment into adjacent buffers. E.
