Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The Site is comprised of five adjacent parcels. Most of the Site has been in timber management in the recent past and logging roads are still present throughout. Two large drainages cross the Site from west to east and drain into the impounded area of Neills Creek along the eastern boundary. A sewer line easement borders the western side of the impounded area. Two agricultural fields are located along the western boundary adjacent to Tasha Lane. An old homesite, outbuildings, and storage area are also located off Tasha Lane. The topography of the Site ranges from a low point of +/- 160 feet above mean sea level (msl) in the southern boundary where the Neills Creek exits the Site to a high point of +/- 295 feet msl in the westernmost agricultural field. Land use in the vicinity includes rural residential, agricultural and patureland, and undeveloped, forested land. 4b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Impacts to streams and wetlands have been carefully considered to reduce permanent impacts to the maximum extent practicable. This project has been designed to meet purpose and need while avoiding and minimizing impacts to onsite natural resources to the greatest extent practicable. There are 84.129 acres of onsite wetlands, of Mich only 0.009 acres are proposed to be permanently impacted for two road crossings. There are 19,518 linear feet of stream onsite, and only 168 linear feet are proposed to be permanently impacted for one road crossing. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Construction fencing will be used to define the construction corridor and prevent any accidental additional impacts while silt fencing will be installed to provide additional protection from runoff. The Project will be phased so as to prevent large areas of land disturbance that could contribute to sediment runoff into the streams and wetlands. 2. Based on their review, the Cape Fear Shiner may be on the subject property, however, it has not been observed since 1986. Seventy-three historic properties are designated as "Surveyed Only (SO)," "SO -Gone," or "Surveyed Area." Three properties are designated as "Determined Eligible" and are located within the three historic districts. The Kipling United Methodist Church (HT0791) and the A.A. Johnson House are +/- 0.3 mile west of the Site adjacent to US 401 Highway. The Farmstead (HT0807) is +/- 0.4 mile north of the Site along Lafayette Road. 8. Protect Detail The proposed Project consists of the construction of a residential subdivision with associated roads, driveways, and utilities. Access to the Site will be provided via Harnett Central Road along the southern property line. The Project will be serviced by existing municipal water and sewer adjacent to the Site. Heavy equipment typically used for utility installation projects (e.g., backhoes, bulldozers, etc.) will be utilized. On March 23, 2021, we received correspondence from the North Carolina Natural Heritage Program (NCNHP). Based on their review, the Cape Fear Shiner may be on the subject property, however, it has not been observed since 1986. A preliminary jurisdictional determination (PJD) request was submitted to USACE on July 9, 2021, and an Action ID was assigned (SAW-2021-01496). No response to the PJD request has been received at this time.
