As requested, the staff of the Division of Water Quality has completed the review of the
Tax Certification Request for real and personal property for the Fairfield Harbour Wastewater
Treatment Plant. The WWTP is located at 200 Broad Creek Road,New Bern,NC 28560 in
Craven County. The facility holds DWQ Permit No. NC0033111, effective 8/1/2008 and expires
6/30/2013. Your Facility was inspected for Tax Certification purposes on 11/12/2010.
According to the application and DWQ files this is the first Tax certification inspection
for this facility. Tax Certification requires continued compliance with all Division of Water
Quality Permits. Should compliance not be maintained please notify our Regional Office, this
office, and your county Tax office.
A copy of your Tax Certificate and Inspection Determination Form are attached to this
letter. Copies are also sent to the County Tax Office. During the inspection and review it was
determined that all items listed on your application are being used exclusively for Wastewater
Treatment and are therefore eligible to receive tax certification. No items were determined to be
not eligible for Tax Certification.
Please note that as part of this Tax Certification process, the DENR staff did not make
any efforts to confirm either the cost of the items certified, the year of acquisition, or if items that
have been previously listed for Tax Certification are still present and/or operational.

filed a request for tax certification for real and personal property covered under the
Division of Water Quality Permit No. NC0033 11].
Staff of the Division of Division of Water Quality inspected these wastewater treatment facilities and
equipment on November 12,2010. Based on the inspection and information supplied by the applicant
facilities listed on the attached
all the equipment and application that meet the following requirements
for Tax Certification are eligible.
1. The property has been, or will be, constructed or installed;
2. The property complies with, or if still under construction will comply with, the
requirements of the EMC;
3. The property is being effectively operated,or will when completed be required to operate,
in accordance with the terms and conditions of approvals issued by the EMC; and
4. The property has, or when completed will have, as its primary rather than incidental
purpose the reduction of water pollution resulting from the discharge of sewage or waste.
