Dear Mr. Harris:
Reference the Department of the Army (DA) permit dated July 19, 2019, issued to
the North Carolina Department of Transportation (NCDOT) for impacts associated with
the construction of an 8.2 mile, four-lane median-divided freeway, along with associated
bridges, interchange ramps, and service roads along US 158 near the town of
Garysburg in Northampton County, North Carolina, TIP Project R-2582A.
Also reference your permit modification request letter and attachments received on
June 17, 2021, in which NCDOT requested to modify impacts to jurisdictional waters
and wetlands at Sites 7 and 8. Specifically, Site 7 requires an increase in stream
impacts by adding 41 linear feet of rip rap for stabilization and secondary channel
relocation. Site 8 requests to permanently relocate 116 linear feet of perennial stream
utilizing 54" RCP. The project also involves temporarily impacting 16 linear feet of
stream. To reduce wetland impacts the project will utilize rock plating and toe protection
to achieve 2:1 fill slopes. Additionally, the project has a reduction of 0.02 acres of
mechanical clearing and 0.03 acres of fill in wetlands at site 8. This information is
reflected in the updated Wetland and Surface Water Impact Summary Table dated June
17, 2021
The Corps has completed the evaluation of your request and has determined that
it is appropriate and reasonable, and no public notice is required for this modification.
Therefore, the permit is modified as requested with the following stipulation:
In order to compensate for impacts associated with this permit modification,
mitigation shall be provided in accordance with the provisions outlined on the most
recent version of the attached Compensatory Mitigation Responsibility Transfer
Form. The requirements of this form, including any special conditions listed on this
form, are attached and hereby incorporated as special conditions of this permit
authorization.
