PROJECT SUMMARY: The applicant proposes 100' of bulkhead, 200' pier, 400 ft2 platform, S 0' pier, boat ramp and 4 wet slips. Charles S. Montagna Washington County Proiect setting The project site is located off SR 1344 at Newberry Landing on the south side of the Albemarle Sound near Roper in Washington County, North Carolina. The site is a .9-acre residential lot. Historically, there has been a bulkhead at the project site but it has virtually been destroyed by natural elements. Since the time the bulkhead was damaged the shoreline has experienced severe erosion. The average erosion escarpment is X30' landward of the previous bulkhead. Remnants of a bulkhead and boat ramp are the only man-made features on the lot. The lot is mostly vegetated with pines, cedar, various hardwoods and shrub growth. Both adjacent properties on the downstream (east) side and upstream (west) side are developed lots. A residence and bttlkheaded shoreline are located on both properties. The project site is approximately 4 feet above normal water level. The Albemarle Sound is classified as SB by the Environmental Management Commission at the project site. The Albemarle Sound is Coastal waters and is not open to shell fishing. Proiect description The applicant proposes to bulkhead and backfill ~ 100' of shoreline on the same alignment as the upstream and downstream bulkheads, which is in the same location as the dilapidated bulkhead. This alignment will place the bulkhead on average t 19' waterward and a maximum distance of t26' waterward of the normal water level. The applicant also proposes to constnict a ~6' by f200' pier with a t20' by f20' T-head platform at the terminal end. Twelve tie pilings are also proposed to create 4 wet slips. A X15' wide by t30' long boat ramp is proposed on the downstream (east) end of the property. A 40' cement apron will extend landward of the proposed bulkhead. A ~2' by X50' launch pier is proposed immediately upstream of the boat ramp. Anticipated impacts The construction of the boat ramp, bulkhead and installation of baclcfill as proposed will result in the filling of approximately (2,350 ft'- of sound bottom. The construction of the pier{s), and platforms will result in the shading off 1,700ft'- of sound bottom. The prof ect will result in localized turbidity as a result of the construction of the boat ramp, bulkhead and pier structures.
