A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Please provide a copy of the lease agreement between the Property Owner, "Heelstone Land Holdings, LLC", and the Permittee, "233 Randolph 74 Solar I, LLC" (Section III, IC). 2. Please provide Property Owner contact information (Section III, 2) and Property Owner authorization (Section IX) for the adjacent property (owned by Wal-Mart) since a portion of the project area/proposed access road will be located on this property. 3. Please elaborate on the stormwater treatment that will be provided for this site (Section IV, 1). While there will not be any proposed constructed stormwater control measures, there are still design elements (Outlined in Part E-1 & E-6 of the Stormwater Design Manual) that need to be met and should be mentioned in this Section. 4. Since this project is designed as a low -density project, the "drainage area" outlined in Section IV, 10 of the Application is actually the project area (See note in Section IV, 9). Since the "drainage area" is the project area, there is no off -site component to the drainage area. 5. Since there are no off -site areas for this project, Section IV, 11 of the Application is not needed. Please complete and provide an original signed hardcopy of both the Supplement-EZ Form and the O&M Agreement Form (Section V & Section VI, 3). These forms can be found at the following address: htlps:Hdeq.nc.gov/about/divisions/energy-mineral-land- resources/energ_y-mineral-land-permit-guidance/stormwater-bmp-manual. Since solar farms have special design requirements (Outlined in Part E-6 of the Stormwater Design Manual), it is recommended to include these extra conditions in the 0&M Agreement Form as a User Defined SCM (in addition to the Low -Density option). Please see attached example of a previously permitted solar farm's 0&M Agreement to get an idea of what should be put into the user defined portion of the O&M Agreement Form. NOTE: These spreadsheets contain macros that will generate the required pages of these forms once the information on the cover sheet has been entered. 7. Please provide design calculations showing how the built upon area associated with the solar panel footings/foundations is determined (Section VI, 7). While the panels themselves can be considered pervious if designed in accordance with Part E-6 of the Stormwater Design Manual, the footings/foundations are still considered BUA and should be accounted for as such. 8. Please dimension the project area with bearings and distances in the main set of plans (Section VI, 8i). 9. Please identify/call-out the surface area of all BUA in the main set of plans (Section VI, 8j). The BUA surface area information entered into the Application and Supplement-EZ Form should be able to be verified on the plans in the field. You may wish to incorporate a BUA table, similar to the one in Section IV, 10 listing the BUA surface areas by type. 10. Please delineate the wetlands in the main set of plans or provide a note on the plans stating that no on -site wetlands exist. Provide documentation of the qualifications and identity of the individual who made this determination (Section VI, 8m). 11. Please show the drainage areas to the proposed permanent swales in the main set of plans (Section VI, 8o). 12. Vegetated conveyance side slopes should not be steeper than 3:1 (15A NCAC 02H .1003(2)(c)). If steeper slopes are proposed, please provide an on -site soil investigation showing that the soils will remain stable. Please also ensure that the vegetated conveyances are vegetated (i.e. not riprap lined). 13. Please provide a note on the plans stating that the subsoils should not be compacted during the installation of the solar panels. If the soils will be compacted, then place a note on the plans stating that the soils should be tilled/amended so that they can be returned to their pre -compaction condition (Solar Panel Recommendation 1). 14. Please provide a detail of the solar panels showing the spacing between panels (Solar Panel Recommendation 2), vertical clearance (Solar Panel Recommendation 6), and solar panel footprint/foundation size. 15. Please provide a slope map showing the slope of the ground in the vicinity of the solar panels (Solar Panel Recommendation 2). 16. Please ensure that the proposed grasses to be planted under the solar panels are a mix of warm & cool season grasses (Solar Panel Recommendation 5). 17. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. a. Pdfs must be uploaded using the form at: hgps://edocs.deq.nc.gov/Forms/SW Project Submittal b. Hard copies must be mailed or delivered to the following address: Jim Farkas 512 N. The requested information should be received by this Office prior to June 24, 2021, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW3210403 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
