Director Division of Water Quality January 22, 2007 CERTIFIED MAIL: RETURN RECEIPT REQUESTED Mr. Jim Grdich Blue Ridge Companies 5826 Samset Drive High Point, NC 27265 DWQ EXP Project # 2006-1787 Guilford County Page 1 of 2 Subject Property: The Reserve at Adams Creek UT to Bull Run [030608, 17-5-(2), WSIV, Ca] REQUEST FOR MORE INFORMATION Dear Mr. Grdich: On January 16, 2007, the Division of Water Quality (DWQ) and the City of Greensboro met with you and your consultant at your request, to discuss the December 22, 2006 DWQ request for more information letter and concerns that DWQ and City of Greensboro had with your November 3, 2006 submittal. The DWQ has determined that your application dated November 3, 2006, and received by DWQ on November 13, 2006 was still incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact 2471inear feet of intermittent streams and 0.483 open waters. Since this project was put on hold for additional information on December 22, 2006 and it was determined in the January 16, 2007 meeting that you would not be able to address our concerns without having to completely revise your plans, therefore we are returning your application. If you want to carry out the proposed impacts, you will need to reapply and pay the 401 Certification fee again. Please be sure to address the information specifically requested previously, and repeated herein. If you want to reapply, please provide the following information so that we may review your project. .Additional Information Requested: 1. The proposed impact to the 2471inear feet of intermittent stream consists of the placement of the 24" reinforced concrete pipe in the stream for the purpose of constructing a parking lot. The inline (in stream) stormwater treatment you are proposing with pond #3 on your plan sheet is not allowed per EPA Region 4. Your stormwater will need to be treated outside of the stream and hydrologically connected pond network. 3. According to your plan sheet, stormwater will be piped directly to the stream and hydrologically connected ponds on your site and will completely by-pass the buffers. Stormwater must be treated as sheet flow through the buffers prior to discharging into the stream per 15A NCAC 02B.0250 (5). This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
