Appendix A: Project Correspondence
From Crooked Creek #2 Restoration Project IRT-approved Final Mitigation Plan (August 2013):
6.1 Goose Creek Watershed Buffer
The Goose Creek Watershed Plan (GCWP, 2002), developed in September 2002 by the
Goose Creek Watershed Advisory Committee, presents recommendations to protect creeks
from urban Stormwater runoff and to remove Goose Creek from the 303(D) list. Among the
recommendations is the protection of riparian buffers. The Site Specific Water Quality
Management Plan for the Goose Creek Watershed (SSWQMP, 2009) defines the rules and
conditions by which riparian buffers are protected and mitigated. Buffer restoration and
enhancement requires native hardwood tree species planted at 320 trees per acre, along with
a fertilization plan, conservation easement, and five-year annual survival monitoring. The
proposed riparian planting plan and monitoring plan exceed these requirements. Buffer
enhancement credit is awarded at 3:1 mitigation credit ratio while buffer restoration is
awarded at a 1:1 mitigation credit ratio. Table 10 lists the total Goose Creek Buffer credits for this project.

4/25/2018: IRT concerned about hydrology and vegetation success, decided to hold 1/2 of the stream and wetland credits for Year 2 monitoring. 5% of the
stream and wetland credits were released.
3/15/2019: Adjustment required due to IRT concerns on how the as -built credits were calculated.
7/19/2019: DMS determined the scheduled stream credits from Year 3 monitoring and the remaining 5% from Year 2 monitoring would not be requested for
release at this time due to concerns that assets currently at risk will ultimately be unrealized. Wetland credits approved for half of the proposed release.
3/20/2020: DMS is requesting the release of stream credits associated with Year 2, 3, and 4 monitoring which will bring the stream credit releases up to date.
The proposed amount includes adjustments required for the permanent loss of 247.0 stream credits.
6/16/2020: All stream and wetland credits proposed for release were approved.
2/17/2021: Upon review of the year 5 monitoring report, DMS has concerns on some of the wetland mitigation credits. Therefore, DMS will not seek a release
for the wetland credits during this cycle. DMS will review the data after the 2021 monitoring period and decide whether or not some of the wetland credits will
be unrealized.
