Because our system did not originally have a billing contact, as a default I fill in the owner email as that billing contact
when other changes come up, so that it's populated with something. That's probably how it got there.
We only have one billing contact in the system, though. The other contacts are the owner/permittee and site contact
for billing communication. Aziza can make sure you are the billing contact per your guidance below.
