Amy, Daryl, and Mike:
Here is the cleaned up illustrated version of what some of the concerns are at this project site. This
goes with the Project Status memo I previously sent.
We are pursuing the possibility of an on-site swap of buffer square footage.
We'd like to discuss a minor variance for buffer relaxation requirements, and gain (1) credit for hardwood
buffer establishment on a restored stream and (2) additional buffer width on the important streams
through an "equivalent or greater" BMP strategy...
The proposed buffer acreage is actually slightly more than what is currently out there. What we feel is a
key point is that the buffer would be transformed from golf course "rough" to a bottomland/hardwood
riparian zone.

I've been working with Daryl Lamb (WSRO) about a project in the Randleman General Watershed area.
The project name is The Reserve at Adams Farm, Greensboro. Could we schedule a meeting the first
week of January to discuss some buffer mitigation scenarios. I've attached a Project Status for your
review as well. Daryl Lamb recommended how some figures should be prepared to best illustrate the
project concerns, and will be forwarded upon completion.

Project Status: The Reserve at Adams Farm
(former Twin Oaks Golf Course)
Hilltop Road, Greensboro, NC
Project Purpose: Develop a residential community on the former golf course.
Jurisdictional Status:. Jurisdictional Wetland Delineation, USACE (2003)

Permitting Status: 404 Certification, SAW-2004-21226-241 (20072
NWP 27 and 39
The approved permit allows for permanent impacts to 0.483-acres
of a jurisdictional; open-water pond, and 0.011-acre (247 linear
feet of an intermittent stream lacking important aquatic functions
during the construction of a residential subdivision, and temporary
impacts to 416 linear feet of an intermittent stream for restoration
activities. The stream restoration and associated buffer
restoration/planting activities will act as mitigation for these
impacts.
401 Water Quality Certification (pending)
The proposed permit would facilitate the conversion of upland-dug
golf course ponds with mown grassed buffers to a restored
Piedmont stream with planted bottomland hardwood species.
City of Greensboro Plannin~/Stormwater Review
The engineer received no comments from the City of Greensboro
on stream restoration or buffer placement.
Functional Lift
Assessment: In it's current state, the streams on-site have little or no natural
buffer. The mown grass buffer lacks shading, and the upland-dug
ponds were hydraulically connected via undersized risers/piping.
The proposed restoration of the stream would provide shaded
habitat, increased buffer sediment retention efficiency through
restored/planted riparian buffers. Additional dedicated buffer
placement/enhancement on the perennial stream to the west and
it's tributary within the tract is proposed to more than offset the
loss of buffer on the eastern low-quality stream. Note: Figures
depicting the existing ponds/buffers and proposed stream
alignment/buffer restoration will be forwarded shortly.
