NC 0064777 PART I - GENERAL INFORMATION 1. Facility and Address: Mid South Water Systems, Inc. Route 1 Sherrills Ford, North Carolina 28673 2. Date of Investigation: January 22, 1986 3. R. 1832, travel south on S. R. 1832 approximately 0.7 mile. The proposed site is on the left (east) side of S. R. 1832 immediately after crossing Ball Creek. 6. Discharge Point - Latitude: 35° 41' 20" Longitude: 80° 59' 10" Attach a USGS Map Extract and indicate. t point on map. USGS Quad No. E 15 NW rea gent plant site and discharge. Size (land available for expansion and upgrading): The entire development encopasses approximately 1-1/2 acres. Considering the space that will be. used for condominiums, driveways, etc., the area available to construct the proposed wastewater treatment plant and any future expansions will be very limited. 8, Topography (relationship to flood plain included): The proposed site is on a hilltop that is well removed from any potential flooding. 9. Location of nearest dwelling: Approximately 125 feet to nearest existing dwelling. Approximately 50 feet to proposed condominiums. 10. Receiving stream or affected surface waters: Lake Norman (Catawba River) (a) Classificataton: A -II & B (b) River Basin and Subbasin No.: 03-08-32. Page Two (c) Describe receiving stream features and pertinent downstream uses: The lake is used heavily for primary and secondary recreation. The Town of Mooresville's water intake is approximately six miles downstream. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. Type of wastewater: 100% domestic 0% industrial a. Volume of Wastewater: 4500 gpd b. Types and quantities of industrial wastewater: N/A c. Prevalent toxic constituents in wastewater: N/A d. Pretreatment Program (POTWs only) N/A 2. Production rates (industrial discharges only) in pounds N/A 3. Description of industrial process (for industries only) and applicable CFR Part and Subpart: N/A 4. Type of treatment (specify whether proposed or existing): The applicant proposes to construct a package extended aeration facility to consist of screening, aeration, clarification and effluent chlorination. 5. Sludge handling and disposal scheme: The applicant proposes to have sludge removed by a septage hauler, periodically, for disposal at a municipal wastewater`treatment plant (either Catawba or Newton). 6. Treatment plant classification: Class I Note: At present, no design plans or specifications have been submitted for the proposed facility and, therefore, the facility has not been officially rated or classified. The above classification is an estimate based on the engineer's verbal proposal. PART III - OTHER PERTINENT INFORMATION 1. Is this facility being constructed with Construction Grants Funds (municipals only)? No 2. Special monitoring requests: N/A 3. Additional effluent limits requests: N/A Page Three 4. 0ther: The proposed wastewater treatment plant is intended to serve a proposed ten unit condominium development. At present, the developer has a single mobile home on the property. PART IV - EVALUATION AND RECOMMENDATIONS It is recommended that the application for permit be denied due to the following considerations: 1. It is the opinion of the investigator that the proposed site is not suitable for construction of a wastewater treatment plant due to the close proximity of existing and proposed residences. 2. Insufficient area is available to insure that future modifications could be constructed if necessary. 3. The proposed location of the wastewater treatment plant would violate the requirement of the proposed revisions to NCAC, T15, 02H .0200 that a buffer of at least 100 feet be maintained between any habitable residence. It should be noted that the investigator considers each of the above considerations to be sufficient in themselves to justify denial of the permit. It should also be considered that the proposal represents the desire of the developer to maximize capital return on a rather small parcel of lake property and, beyond this, does not represent any particular need. Paul Wilms Director Your application for an NPDES Permit to discharge treated wastewater into Lake Norman from a proposed wastewater- treatment facility serving a proposed ten unit condominium development was received on November 1, 1985. The Division of Environmental Management has completed its review of the application and supporting documents; however, no written engineering proposal has been received by our office.
