We would appreciate your implementation of the review process in anticipation of issuance of an Authorization to Construct. As we discussed, the facilities represented in these plans will not only result in increased plant capacity, but will also afford the City flexibility and improved reliability in handling current levels of wastewater within the 5.0 MGD permitted capacity of the Plant. It is virtually impossible, and would be cost prohibitive, to separate the proposed improvements between those that provide additional flexibility/reliability and those related to increased capacity. Thus, the City wishes to undertake this construction as early as possible even if the increase in permitted capacity is delayed. We have checked on the status of the requested modification to the existing Permit, a modification that was requested about six weeks ago. It appears that the Notice to Issue is imminent. The expansion project will increase plant capacity to 7.5,MGD. A modification to the existing NPDES Permit has already been requested from the Permits and Engineering Branch.
