However the footnote reads, "The quarterly average for total phosphorus shall be the average of samples collected weekly during each calendar quarter." There is some confusion on this as to what is required. The facility -has asked that the following be considered: • The town has asked that the testing frequency for Total Nitrogen and Total Phosphorus remain the same (quarterly sampling). During the last permit cycle it was proposed that Total Nitrogen and Total Phosphorus be monitored three times a week. The town appealed this and was able to prove this would be a financial hardship. The monitoring requirements were then reduced to quarterly. • The town has also asked if the upstream and downstream fecal requirement be dropped. The Fayetteville Regional Office agrees in re-issuing.this permit in keeping with the Cape Fear River Basin Wide Planning Strategy. Box 4 -.------------ � Newton Grove, Grove, NC 28366 SUBJECT: June 19, 2011 Compliance Evaluation Inspection Town of Newton Grove - Newton Grove WWTP Permit No: NC0072877 Sampson County Dear Mr. Darden: Enclosed please find a copy of the Compliance Evaluation Inspection form from the inspection conducted on June 19, 2011. The Compliance Evaluation Inspection was conducted by Mark Brantley, Environmental Chemist, of the Fayetteville Regional Office. The cooperation of Mr. Jim Balance, facility ORC, was greatly appreciated. The facility was found to be in Compliance with permit NC0072877. As a reminder, preservation of the Waters of the State can only be achieved through consistent NPDES Permit compliance. Comments • Facility was clean and neat in appearance at the time of the inspection. • Records and logbooks are well kept and maintained. January 2011 and April 2011 laboratory records were compared to the monthly DMR's and all data appeared to be reported correctly. All parameters and sampling appear to be performed as required by the facility's NPDES permit. • The Fayetteville Regional Office understands that the town plans to paint the exposed metal surfaces at the WWTP in the near future. Painting these items should protect them from rusting and prolong the life span of these items. By painting these structures the town could avoid costly repairs in the future. • On the day of the inspection the effluent was very clear and appeared to be free of any visible solids.
