TO: NORTH CAROLINA INTERAGENCY REVIEW TEAM

The undersigned, EBX-Neuse I, LLC the Sponsor of the Neu-Con Wetland and Stream Umbrella
Mitigation Bank (Blackbird Site, the “Bank”), hereby certifies the following:

1. Trustees of Wake Tech Community College has deposited monies with the Sponsor
sufficient to acquire 1.40 Riparian Wetland Mitigation Credits from the Bank for
use on its Wake Tech East Campus project (DWR# 20210475), in Wendell, in HUC
03020201 of the Neuse River Watershed.

2. The Wake Tech East Campus project requires a total of 1.40 Riparian Wetland
Mitigation Credits as mitigation. Of this amount 1.40 Riparian Wetland Mitigation
Credits are being provided by the Blackbird Site.

3. The Sponsor has deducted 1.40 Riparian Wetland Mitigation Credits from the
Bank’s credit ledger for HUC 03020201 of the Neuse River Watershed.

A copy of the Bank’s Credit ledger reflecting the above transaction is attached to this Certificate.
