Dear Mr. Ollis:

The Asheville Regional Office (ARO) of the Division of Water Resources has reviewed the Pretreatment Annual Report
(PAR) covering January through December 2020. This PAR was received by the Division on January 21, 2021.

Our review completed on August 26, 2021, indicates that the PAR is in violation of 15A NCAC 2H .0908(b)(5) for failure
to issue public notice of industrial users in significant non-compliance. The ARO requests the following corrective
action be completed within 30 days of receipt of this Notice.

1. Issue a Public Notice for Tryon Finishing’s 2020 SNC and submit a copy to the ARO.
