The purpose of this e-mail is to request confirmation that the proposed change to use hydrochloric acid can be made without revising our NPDES Permit No. NC0003875. Currently the wastewater treatment process utilizes sulfuric acid, sulfur dioxide, and pickle liquor to reduce hexavalent chromium to trivalent chromium in the treatment process. The pickle liquor we use originates from the steel industry in the form of ferrous chloride and spent hydrochloric acid. Using hydrochloricacid for pH control will enhance the effectiveness of sulfur dioxide as a reducing agent and will not affect our ability to meet all conditions of the current permit. It is anticipated that this change should also help better control total dissolved solids in the treatment process. We would like the flexibility to use sulfuric acid, hydrochloric acid, pickle liquor, or combination of these acids for pH control. Hydrochloric acid will be introduced into the system using existing process equipment. Elementis Chromium respectfully requests concurrence that the above proposed change can be completed without a permit modification.
