Dear Mr. Reavis:
Thank you for your letter dated April 4, 1995 concerning the Chockoyottee Creek study. The
enclosed study plan has been revised to reflect your comments. Dan Smith of the Raleigh Regional
Office will meet with Mr. Greg Camp of the District within the next few days. This visit will provide
Mr. Camp with technical assistance on the sampling methodology. The first set of data should be
collected during Mr. Smith's visit to the District's WWTP.
I would like to emphasize the importance of the proper identification of the chloride samples and the
proper shipping procedure (i e samples shall be mailed in an iced cooler within twenty-four hours via
overnight delivery to Ms. Judy Garrett at DEM's Regional Office in Raleigh at 3800 Barrett Drive,
Raleigh, NC 27609).
The water quality parameters collected by the District (DO, conductivity, temperature, effluent and
stream flows) should be submitted in a monthly report to DEM's Technical Support Brach to the attention
of Mr. Juan C. Mangles at the address below.

Roanoke Rapids WWTP Study Plan
Objective: Determine instream waste concentration in Cbockoyotte Creek to develop appropriate
NPDES permit limitations for tonics
Time: During April, May, June, July, August, September, October and November 1995
(Collection of data during several months will ensure representatives of the various flow
regimes maintained by North Carolina Power and will include critical low flow conditions
in Chockoyottee Creek)
Frequency: Samples should be collected every Wednesday between 10:00 AM and 2:00 PM

Parameters: C.bockoyottee Creek, in the vicinity of the Roanoke Rapids WWTP discharge
CKT 1 At effluent DO, temp, conductivity, chlorides and flow
CKT 2 Approximately 30 yards downstream DO, temp, conductivity and chlorides
from effluent, in mid -channel
CKT 3 Across from the effluent, near DO, temp, conductivity and chlorides
opposite stream bank

• Stream DO, temperature and conductivity samples should be collected at the surface and
at the bottom

• Both effluent flow and gaging station flow should be averaged over the period of time
when the sampling took place
Note: Water level should be recorded at the time of sampling at the effluent water level
gages. A description of the flow observed in Chockoyottee Creek (at the aqueduct) at the
time of sampling should be provided.

This is to confirm that the Roanoke Rapids Sanitary District concurs with the study
plan proposed to collect the necessary water quality data for development of NPDES
permit limits at the District's WWTP. This concurrence is in accordance with the
DEM memorandum dated December 3, 1994, and your letter dated March 7, 1995.
The water level will be recorded at the time of sampling at the plant effluent staff gage.
Should water levels be below the gage, a site description of the flow will be provided
as per our telephone conversation with Mr. Juan Mangles on March 6, 1995. In
addition, the River flows in cfs will also be recorded from the USGS Gaging Station at
Roanoke Rapids as well as WWTP effluent flows during the duration of sampling. A
site description of the flow observed in Chockoyotte Creek (at the aqueduct) will be
provided.
