presenting this application for coverage under North Carolina General Permit (General Permit)
NCG500000, issued through the North Carolina Department of Environmental Quality(DEQ).The
company that operates the facility rebranded to Lassonde Pappas &Company in 2016. However, for
permitting purposes, the Hendersonville facility retains the Clement Pappas NC LLC name that is
designated on the property deed. This letter provides background, a brief description of the permit
request and lists all items and attachments included in the application package.
Background
Clement Pappas is a fruit juice bottling facility.The facility receives juice concentrate in various
containers and then performs the following processes: blending, pasteurizing, bottling,
canning, packing, warehousing, and shipping. Clement Pappas currently has coverage under the
General Permit for Stormwater Discharges associated with food and kindred product activities
(General Permit No. NCG060000).
Permit Request
The facility is planning to install two air handlers for a production cooler that will be located directly
south of the manufacturing building.The air handlers are expected to produce a total maximum
volume of 150 gallons per day of noncontact condensate. Clement Pappas is requesting coverage
under General Permit NCG500000 to discharge condensate under the National Pollutant Discharge
Elimination System.

The alternatives to discharge analysis should include boring logs and/or other information indicating that a
subsurface system is neither feasible nor practical was well as written confirmation indicating that connection to
a POTW is not an option. It should also include a present value costs analysis was outlined in the Division's
"Engineering Alternatives Analysis (EAA) Guidance Document."
Additional Application Requirements:
For new or proposed discharges,the following information must be included in triplicate with this application or
it will be returned as incomplete. Per 15A NCAC 02H .0105(c).
a) 7.5 minute series USGS topographic map (or a photocopied portion thereof) with discharge location
clearly indicated.
b) Site map, if the discharge is not directly to a stream,the pathway to the receiving stream must be clearly
indicated. This includes tracing the pathway of a storm sewer to its discharge point.
c) If this application is being submitted by a consulting engineer (or engineering firm), include
documentation from the applicant showing that the engineer(or Firm) submitting the application has been
designated an authorized Representative of the applicant,per 15A NCAC 02H .0138(b)(1).
d) Final plans for the treatment system (if applicable). The plans must be signed and sealed by a North
Carolina registered Professional Engineer and stamped—"Final Design-Not released for construction",
per 15A NCAC 02H .0139.

Alternatives to Direct Discharge
The following alternatives to direct discharge of a maximum of 150 gallons per day of non-contact
air handler condensate for the Clement Pappas facility were evaluated:
• Connection to a Municipal or Regional Sewer Collection System
• Subsurface Disposal
• Spray Irrigation
The Clement Pappas facility operates an industrial wastewater pretreatment and spray irrigation
system under permit WQ0004797. The facility discharges domestic wastewater to the City of
Hendersonville Wastewater Treatment Plant (WWTP) collection system under Industrial User
Pretreatment Permit (IUP) NSU-10. Clement Pappas obtained a quote to install a system to collect,
pump, and pipe the air handler condensate to the Hendersonville sewer system or the spray
irrigation system (see attached). For subsurface disposal,the cost to collect, pump, and pipe the
condensate to a suitable location would exceed the cost for connection to either the Hendersonville
sewer system or the spray irrigation system, since the facility is adjacent to tributaries to Mud Creek,
and the depth to groundwater is shallow in the vicinity of the facility (see Figure 2).Therefore,the
condensate would need to be piped and pumped to a location further upgradient. Well construction
and groundwater monitoring records for the upgradient spray irrigation fields located approximately
2,000 feet northeast of Egerton Road indicate the depth to groundwater ranges from 4 to 12 feet(see
Figure 3 and Table 1 attached). Clement Pappas is requesting a permit for direct discharge of a
minimal volume of non-contact condensate due to the high costs associated with alternatives to direct
discharge.

Proposal Clarifications:
A and F Manufacturing reserves the right to review proposals based on changes in work scope.
This proposal is for contracted installation services only, using best practices, and is not an
engineered solution and A &F will not be responsible for system functionality.
No payment and performance bonds are required, unless stated above.
This proposal is based on the expectancy that all materials and equipment will be available at the
jobsite and ready to be installed on the scheduled installation date. A & F will not be responsible for
any costs resulting from schedule delays due to delivery delays of material or equipment.
A & F Manufacturing is not responsible for damages that result from existing equipment,
infrastructure, or errors in customer designated and/or"supplied" designs or specifications.
This proposal includes a (1) year warranty on the quality of materials and workmanship from the date
of completion. This warranty excludes damages from modifications by anyone other than A &F
personnel, operator error, equipment abuse, improper maintenance procedures, normal
operational wear, or improper design or specification by the customer or OEM.
A & F's responsibility will not exceed the value of the supplied defective materials.
Proposal Acceptance
The undersigned hereby accepts the scope and clarifications of the proposal as stated above and
authorizes A & F Manufacturing to complete the work as stated above.
Any costs incurred by deviations in the scope of work listed above will be the sole responsibility of the
undersigned or be completed in either a lump sum payment, or using the time and materials rates
prior to additional work.
Proposal is valid for 30 days from date listed above and may be withdrawn if not accepted during
that period.
