Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The project area is a proposed 3.25 - mile -long, east -west oriented natural gas pipeline easement in Burke County, NC. The eastern terminus of the proposed easement is located -0.5 mile west of Valdese at Messer Road, and the western terminus is located —0.5 mile east of Morganton at Bethel Road. The project corridor encompasses -0.5 mile of new permanent easements, -2.75 miles of existing permanent easements, permanent lateral expansion areas along the margins of the existing easements, and temporary workspace easements along the lateral margins of the new and expanded permanent easements. The total width of the project corridor, including both the permanent and temporary easements, ranges from 50 to 65 feet. The existing easements contain grasses and other weedy herbaceous species that are maintained by periodic mowing. Land uses associated with the lateral expansion areas and new easements consist primarily of low to medium density residential development, cropland and pasture, and forest land. Several religious institutions and small industrial facilities are also present in the vicinity of the project corridor. The project corridor traverses a series of broad ridges that are separated by narrow drainageways. The predominant upland soil map units in the project area are Fairview sandy clay loam, Rhodiss sandy loam, and Woolwine- Fairview complex. The narrow floodplains along McGalliard Creek and its nearest tributary to the east are mapped as Colvard sandy loam, occasionally flooded. Small inclusions of alluvial soils along the remaining small streams in the project area are not mapped in the Burke County Soil Survey. Natural communities have largely been eliminated by development and conversion to agricultural land use. Remaining areas of relatively natural vegetation include highly fragmented patches of mesic hardwood and pine- hardwood communities on the lower portions of slopes, dry oak - hickory forests on upper slopes and ridge tops, and narrow wet hardwood communities along the margins of small streams. Forested wetlands within the project area have a canopy that is dominated by red maple (Acer rubrum), yellow poplar (Liriodendron tulipifera), and /or green ash (Fraxinus pennsylvanica). Typical wetland shrubs and midstory species include ironwood (Carpinus corohniana); American holly (Ilex opaca), river alder (Alms serrulato), cane (Arundinaria gigantea), and Chinese privet (Ligustrum sinense). The generally sparse herbaceous stratum is dominated by rushes (Juncus spp.), sedges (Carex spp.), and Japanese honeysuckle (Lonicero 2. This information is additionally going to the NC Wildlife Resources Commission to determine if the project will impact trout waters. This project will have approximately 0. 134 acres of permanent conversion of forested wetlands to non - forested wetlands. Therefore, it is expected that mitigation will be required. This mitigation is currently being worked out. The Agent Authorization form signed by Piedmont Natural Gas (PNG) is attached. PNG is in the process of obtaining easements from the homeowners along the route. A draft Archaeological Survey for the Proposed Piedmont Natural Gas Messer Road Pipeline, Burke County, North Carolina was sent to the North Carolina State Historic Preservation Office on July 1, 2013. A copy of the Abstract is attached. Once the SHPO coordination is received, it will be forwarded to the USACE and DWQ. The proposed corridor defines the Area of Potential Effects (APE), which is roughly 3.25 miles (5.24 km) long and ranges from 50 ft (15 m) to 154 ft (47 m) wide and includes the proposed permanent and temporary corridor easements, a regulator site, and several temporary workspace locations. There are no previously recorded archaeological sites within the APE. Available early to mid - twentieth century maps depict a few structures near the APE, but it is unlikely that these were within the project APE. The field survey was conducted from April 17 —May 2, 2013, and was directed by Bruce Idol. The survey included the excavation of 245 shovel tests (including delineation tests), as well as inspection of eroded or plowed surfaces. Much of the project area consists of undeveloped wooded or agricultural areas and was characterized by moderately eroded soils. The corridor also traverses multiple residential areas, and part of the corridor extends around the Morganton First Church of God and its associated recreation areas. Shovel tests in those areas encountered moderately to severely eroded soils. The survey identified four new archaeological sites (31 BK548 -31 BK551) and one isolated find (31BK547) within the APE. All four sites (31BK548, 31BK549, 31BK550, and 31BK551) and the isolated find (31BK547) produced prehistoric lithic artifacts, none of which is temporally diagnostic. Site numbers were not assigned to ambiguous late nineteenth to twentieth century artifact scatters or isolated finds encountered along the corridor, as these appear entirely attributable to discard and cannot be linked to any particular late nineteenth to early twentieth century occupation. No subsurface cultural features were encountered by the survey. One of the sites (31BK551) contains high density concentrations of quartz debris in intact soil horizon contexts, but does not appear to contain stratified deposits. Four of the five identified resources (31BK547, 31BK548, 31BK549, and 31BK550) appear to lack the integrity, artifact density, and/or site clarity (the potential to distinguish among different occupations) that would allow them to produce substantial information concerning the prehistory and/or history of the area (National Register of Historic Places [NRHP] Criterion D), and also do not appear significant under any of the other NRHP eligibility criteria. TRC recommends that these four resources be determined not eligible for the NRHP, and recommends no additional archaeological investigation in association with this project. 31BK551 produced an unusually high concentration (over 20,000 pieces) of quartz artifacts and debris that likely represents Archaic period quarry/workshop activity. Most of these were recovered from intact, B horizon contexts in a single 1 x 1 in test unit excavated in an upland setting. Since the survey and evaluation fieldwork was limited to the project corridor, the overall NRHP status of 31BK551 is considered unassessed. It is extremely unlikely that additional work within the corridor would provide additional information, however, and no additional archaeological investigations are recommended in association with this project.
