No site plans were found in the Division of Water Resource records. The Owner walked the Inspector through the property pointing out where he believes the wastewater components are located, including three septic tanks, lines, the sand filter, the chlorine contact components and the discharge pipe. This is an old system that was under an Individual Permit (NC0057631) when first issued; it was transitioned to a General Permit in 1993. Depending on how many of the trailers are occupied, given at least two bedrooms at 120 gallons per bedroom, this system if not operated and maintained properly could fail, requiring new treatment components and/or have to go under an Individual Permit again. The Inspector asked the Burke County Health Department (HD) to search their records for information on this site. Burke County HD found no records associated with this site for conventional septic system having been installed. Recent sampling was compliant with permit limitations and all tanks had recently been pumped by Asbury's Septic. Chlorine tablets were present, with two tubes in use. We discussed the rate at which chlorine tablets are to be added to the tubes given there may be groundwater present; more frequent checks to add tablets is likely needed. More frequent pumping of the septic tanks may also be necessary. Eight trailers are onsite; five are rented. We discussed how many people were on the system at the time of the inspection - the Owner believed three were at home. There was a moderate flow discharging at the time of the inspection. The DWR historical file mentions the presence of groundwater; it is likely groundwater remains present. The NCG550655 Permit is for system discharging no more than 1,000 gallons per day. The amount of wastewater flow from this system is to be reported to the Asheville Regional Office. Refer to the Notice of Deficiency NOD-2021-PC-0433.
