On November 4, 2020, Melissa Joyner from the Fayetteville Regional Office of the Division of Energy,
Mineral and Land Resources (DEMLR), conducted a site inspection for the Snow Hill Pit facility located
off of Claude Lee Road, in Cumberland County, North Carolina. A copy of the Compliance Inspection
Report is enclosed for your review. The site visit and file review revealed that the subject facility is
covered by NPDES Stormwater General Permit NCG020000 under Certificate of Coverage NCG020620.
Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated
as Big Sandy Run (Lake Lynn), a class C waterbody in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be in compliance with the conditions of the
NCG020000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments
and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $25,000 per day each violation. If you or your staff has any

Inspection Summary:
The Snow Hill Pit is currently undergoing reclamation. Active mining has not occurred at this mine for several years. When
the mine is fully reclaimed and released, the industrial stormwater permit for this mine will be able to be rescinded.
