Dear Mr. Davidson,
This letter is written on behalf of the Buncombe County Schools to provide information
as to remedial action taken to the above referenced facility. RPB Systems, Inc. is the
contract operations firm, which operates this facility.
As outlined in your June 30, 2021 letter attached, the treatment plant exceeded the
monthly average Ammonia limit of 7.4 mg/1 with an average 9.425 mg/L. The operator
noted a time clock had to be replaced and may have caused the violation.
You also noted the missing Ammonia sample for 1st week of the month which was the
start of the weekly summer testing frequency over the 2/month frequency through
3/31/21. With only Thursday 4/1/21 and Friday 4/2/21 to sample for the lst week of
August the operator did not realize the need to sample for Ammonia for these two days.
He sampled on 3/29/21 which did not require another Ammonia for March. This missing
sample is an operator error. RPB will be responsible for any penalty for this missing
parameter.
