At this time, please remove this CAMA Major project from abeyance status. We have obtained
authorization from the Lot 11 tenant to allow slips 9 and 10 to extend into their riparian corridor. The
current plan varies from the 4/4/2013 plan only in the amount of removal of existing fixed pier. The
current request is to remove a total of 68 ft of pier to allow enough clear fairway for passage of boats.

Wanchese Seafood Industrial Park
CAMA Major- Project Narrative 7/1/2013
Existinq Conditions
The site is a 0.97 acre parcel of land located near the end of Harbor Road and owned
by the N.C. Seafood Industrial Park Authority (Seafood Park) in Wanchese, Dare
County, North Carolina, In 2002, this site received a FONSI related to marina
development through the SEPA Environmental Assessment process. On 8/6/2002 this
project received a CAMA Major Permit for a 28 slip marina (CAMA Major 90 -02),
modified on 4/21/2003.
The parcel of land (Lot 12) is located adjacent to the Roanoke Sound (Broad Creek). A
portion of the proposed improvements will extend into the riparian corridor of Lot 11
(also owned by the Seafood Park). The upland portion of the property is dominantly
covered with a gravel parking lot and a metal building which has been leased in the past
to industrial and retail marine operations. At this time the building is vacant. Marina
related structures in place include a fixed pier with 28 slips, another fixed pier without
slips, a pile - supported breakwater structure and a 70' floating pier adjacent to the
breakwater that is accessible by a metal ramp. In 2010 the Seafood Park requested
authorization to add three boat lifts (slips 12,16 and 17). This reduced the size of the
adjacent existing slips. All existing conditions are depicted on the CAMA Plan.
Proposed Work
CAMA Major 90 -02 expired on 12/31/2007 and the Seafood Park was informed that any
future work must be permitted under a new CAMA Major Permit. Currently proposed
work requiring CAMA permitting includes removal of 54 ft of existing pier and all existing
finger piers and mooring pilings, installation of 90 feet by 6.5 feet floating platform for a
new slip, addition of two new 15 ft x 30 ft slips (slips 1 -2) with finger piers and boat lifts,
and side -to slip reconfiguration (slips 3 -10) with up to two mooring pilings per slip.
Currently proposed is a 10 slip configuration. A commercial ramp has recently been
permitted on the adjacent property that will be used to launch the new boats. This
permitted boat ramp is depicted on the CAMA Plan and intended to be constructed in
November 2012

The Seafood Park has recently welcomed Gunboat, a sailing catamaran yacht builder.
The company originally planned to create 71 jobs and invest more than $1.8 million over
the next three years in Wanchese. They have already created over 35 jobs and it is
projected tha r,e4*rWh i p icted number of jobs will be added if the
appropriate it astrWCture L �irl.pJ J'rJhe operation. Gunboat will use the newly
configured slips and the adjacent ramp, but their boat building facility is primarily
located on Lots 7 -10.

THIS AGREEMENT (the "Ageement "), made and entered into this day of ,
2013 by and bet%veen WUJBCJ, LLC, a limited liability company organic -ed and existing under the
la%4s of the State of North Carolina, of PO Box 310, Tarboro, NC 27886, and WARSHIP, LLC. a
limited liability company organized and existing under the laws of the State of North Carolina. of
8298 Harbor Road, Wanchese, Dare County, North Carolina.
WI'fNESSETH:
WHEREAS, WUJBCJ, LLC is the leasehold tenant of Lot 11 of the Seafood Industrial Park
located in Wanchese, Dare County, North Carolina; and
WHEREAS, WARSHIP, LLC is or will be the lessee of the portions of Lots 12 and 13, of
the Seafood Industrial Park, located in Wanchese, Dare County, North Carolina; and
WHEREAS, there presently exists an eight foot (8) wide pier which adjoins the Northeast
corner of Lot 12 of the Seafood Industrial Park; and
WHEREAS, WARSHIP, LLC proposed to construct dockage on the Northwest side of said
existing eight foot (81) %Fide pier, which such dockage would be within the riparian area associated
with Lot 11 of the Seafood Industrial park; and
WI IEREAS, WARSHIP; LLC, has requested authorization from WUJBCJ, LI.C, the
lessee of Lot 11 to allow such dockage and W[JJBCJ, LLC has agreed to allow the use of the
riparian rights associated with Lot 11 for dockage by WARSHIP, LLC.

NOW, THEREFORE, in consideration of the mutual covenants and conditions contained
herein, and for and in consideration of the sum of One Dollar ($1.00), receipt of which is hereby
acknowledged by WIJJBCJ, LLC and for other valuable consideration, the receipt and sufficiency
of which is hereby acknowledged by WUJBCJ, LLC, WUJBCJ, LLC hereby authorizes, conveys and
allows the use of the riparian corridor for dockage by WARSHIP, LLC, as an appurtenance to
portion of Lot 12 and 13 to be leased by WARSHIP, LLC in the Seafood Industrial Park. The use
of the riparian corridor of Lot 1 I shall be as shown on attached map or plat entitled in part "Proposed
Lease Area Exhibit Bailey - Umphlett Marina NC Seafood Industrial Park - Lot 12 & 13" by Quible
& Associates, P.C., attached hereto as Exhibit `:A ".
THIS AGREEMENT shall be binding upon the parties hereto and shall inure to the
benefit of the parties. their heirs, successors and assigns.
