At the time of inspection, the site was found to be in compliance with the NCG08 permit, although, some improvements need to be made. In general, the site map showing the drainage areas needs to be included in the SWPPP, and SPCC and the employee training for spills needs to be more specific. Please refer to the questions below for more details. Please address the issues listed below within 180 days of receipt of this report. A reinspection will occur after the 180-day period. The site map included in the SWPPP does not show the drainage areas to each outfall, but a separate map included those drainage areas. While the SWPPP and the SPCC state multiple times that spills will be preventented from leaving the site and controlled using hay bales, absorbents, drain plugs, or other means, there is not a specific plan as how to clean up a spill or prevent it from leaving the site. The SPCC and the employee training is general, and does not specifically call out what must be done in the event that a spill occurs, or if secondary containment fails. The SPCC should call out the specific areas where spill kits are located, and when they should be used (i.e. when a spill is captured by secondary containment vs. when it is not). It is recommended that spill kits, whatever they include, be labeled on site, and included in the site map and displayed as part of the employee training. The only vehicle maintenance area is located within the garage building. Floor drains in the garage collect any runoff and direct it to an oil water separator before discharging the water into a municipal sewer.
