SUBJECT: Pre-Construction Notification Pursuant to General Permit No. 50
Replacement of Bridge No. 230 on SR 2250 (Becks Church Road) over Pounder Fork
Creek (Class WSV; B) in Davidson County.

Dear Mr. Williams:
We are requesting a Section 404 General Permit N. 50 from the US Army Corps of Engineers (USACE) for
the replacement of Bridge No. 230 with a new bridge. The existing bridge is a single span 41’6” bridge and
is being replaced with a 70’ single -span (24” cored-slab) structure. The bridge will be replaced on its
existing alignment, and traffic will be detoured offsite during the construction period.
The project will temporarily impact 0.020 acres of wetlands and 8 liner feet of stream. It will permanently
impact 0.40 acres of wetland and 384 linear feet of streams. The streams to be impacted include Pounder
Fork Creek and a UT to Pounder Fork Creek. The wetlands to be impacted to wetlands named WC, WE
and WF in the attached jurisdictional determination.
Protected Species
The USFWS lists Schweinitz’s sunflower (Helianthus schweinitzii) as endangered for Davidson County.
Suitable habitat (e.g., dry, clayey, early successional roadsides and utility rights-of-way) for Schweinitz’s
sunflower is present within the project area. The project was originally surveyed for Schweinitz’s
sunflower (Heilanthus schweinitzii) on October 10, 2017, and none were found. The project was
resurveyed by Amy Euliss, Division 9 PDEA Engineer on August 19, 2021, and none were found.
Additionally, a review of the August 2021 NCNHP database indicates no known Schweinitz’s sunflower
occurrences within 1.0 mile of the study area. Since habitat was present but no sunflowers were found
and there are no known populations within one mile of the project area, we determined that the
project would have ‘no effect’ on Schweinitz’s sunflower.
The USFWS also lists the northern long-eared bat (Myotis septentrionalis) (NLEB) as threatened for Stokes
County. The NCDOT determined the project “May Affect, Not Likely to Adversely Affect” the NLEB.
Habitat for the NLEB is present within the study area, this habitat consists of forested areas throughout the
study area. However, NCDOT will not be cutting any tress during this project.
The USACE has developed a Standard Local Operating Procedure for Endangered Species (SLOPES) to
address NLEB when they are the lead agency, which NCDOT will follow for this project. NCDOT has
determined that the proposed action does not require separate consultation on the grounds that the proposed
action is consistent with the final Section 4(d) rule, codified at 50 C.F.R. § 17.40(o) and effective February
16, 2016. Section 7 responsibilities are therefore considered fulfilled.
Bald eagles are protected under the Bald and Golden Eagle Protection Act. Habitat for the bald eagle
primarily consists of mature forest in proximity to large bodies of open water for foraging. Large dominant
trees are utilized for nesting sites, typically within 1.0 mile of open water. A desktop-GIS assessment of the
project study area, as well as the area within a 1.0-mile radius of the project limits, was performed. No
water bodies large enough or sufficiently open to be considered potential feeding sources were identified.
Since there was no foraging habitat within the review area, a survey of the project study area and the area
within 660 feet of the project limits was not conducted. Additionally, a review of the August 2021 NCNHP
database revealed no known occurrences of this species within 1.0 mile of the project study area. Due to the
lack of individuals, nests, or known occurrences within 1.0 mile, it has been determined that this project
will not impact this species.
Cultural/Historic Resources
The project was submitted to NCDOT Cultural Resource in compliance with the 2020 Section 106
Programmatic Agreement. ‘No Survey Required’ forms were obtained for both Archeology and Historic
Architecture. Therefore we concluded that the project would have no effect on theses resources.
Additionally, we submitted the project for input to the Catawba Indian Nation. They had no concerns in the
project area.

related to the site, are included with the submittal:

Project Description: The North Carolina Department of Transportation (NCDOT) Division 9 intends to
replace Bridge No. 230 on SR 2250, Becks Church Road, over Pounder Fork southeast of Lexington. No
preliminary designs were available at the time of the archaeological review. Based on the project
description, an area of potential effects (APE) measuring 528 feet (nearly 161 meters) long and 120 feet
(almost 37 meters) wide was established for the purposes of the archaeological review. Thus, the
proposed APE is estimated to encompass approximately 1.5 acres (slightly over .6 hectare).
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The initial review of the site maps and files archived at the North Carolina Office of State Archaeology
was conducted on June 12, 2017. No previously recorded archaeological resources are located within the
proposed APE. While no archaeological resources have been previously identified in the proposed APE,
two known archaeological sites are recorded within .5-mile of the project. Site 31DV680**, the Beck;’s
UCC Cemetery, is recorded roughly 860 feet southwest existing Bridge No 230. Site 31DV4, a lithic
scatter recorded by amateur archaeologists, was identified roughly 1800 feet west of the proposed project
on the broad Pounder Fork floodplain. An examination of the data presented on the North Carolina State
Historic Preservation Office HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) reveals the following
recorded historic property locations within .5-mile of the proposed project: the National Register-listed
Beck’s Reformed Church Cemetery (DV0502); and the possible former location of the Henry Hedrick
Conrad House (DV0018).
An examination of soils in Davidson County presented on the National Resources Conservation Service
Web Soil Survey (http://websoilsurvey.nrcs.usda.gov/app/WebSoilSurvey.aspx) indicates that the
following soil types fall within the delineated APE: Chewacla loam, 0 to 2 percent slopes, frequently
flooded (ChA); and Pacolet sandy loam, 8 to 15 percent slopes (PaD).
No further archaeological investigations are required for the project within the area established as the
current APE. Should the project change to include a larger footprint than covered by the current APE,
further consultation will be necessary. In the unlikely event that archaeological remains are encountered
during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group
should be notified immediately.

Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
As evidenced by the presence of 31DV4 along the Pounder Fork floodplain, the landforms surrounding
the proposed project likely retain the potential for archaeological deposits. But, the scale of the project is
relatively small and aerial photographs of the vicinity appear to show both some utilities placement
adjacent SR 2250 and some evidence of unusual drainage features on the Pounder Fork floodplain.
Interestingly, aerial photographs of the project area (as well as Google Street view imagery) show
relatively recent utilities facilities and perhaps a sewer-line (utilities pipeline?) immediately northeast of
the APE. The possibility that significant archaeological deposits could be located within this small APE
is considered to be reasonably low.

engineering studies for the replacement of Bridge Nos. 230 on SR 2250 (Becks Church Road) Pounder
Fork Creek in Davidson County as project 17BP.9.R.79. The US Army Corps of Engineers is the lead
federal agency for compliance with the National Environmental Policy Act (NEPA) and Section 106 of the
National Historic Preservation Act (NHPA) and a Permit is anticipated under the Section 404 Process with
the USACE. The project vicinity map is attached. The coordinates of this project are approximately
35.760180, -80.224175.
We would appreciate any information you might have that would be helpful in evaluating potential
environmental impacts of the project including recommendation of alternates to be studied. Your comments
may be used in the preparation of a NEPA/ State Environmental Policy Act (SEPA) Environmental
Document.
In accordance with Section 106 of the NHPA, we also request that you inform us of any historic properties
of traditional religious or cultural importance that you are aware of that may be affected by the proposed
project. Be assured that, in accordance with confidentiality and disclosure stipulations in Section 304 of the

The North Carolina Department of Transportation (NCDOT) proposes to replace bridge no.
230 on SR 2250 (Becks Church Road) in Davidson County. The project was originally
surveyed for Schweinitz’s sunflower (Heilanthus schweinitzii) on October 10, 2017, and
none were found. The project was resurveyed by Amy Euliss, Division 9 PDEA Engineer
on August 19, 2021, and none were found. Additionally, there are no known populations
within 1 mile of the project area. Since habitat was present but no sunflowers were found
and there are no known populations within one mile of the project area, we determined that
the project would have ‘no effect’ on Schweinitz’s sunflower.
