Dear Madam:
The North Carolina Department of Transporta tion (NCDOT) proposes to replace Bridge No.
215 over Mountain Creek on SR 1542 with an 85’ long, two-span cored slab bridge on the
existing alignment. Traffic will be maintained during construction via an offsite detour.
There will be <0.01 acre of mechanized clearing in wetlands to accommodate new roadway
slopes, 8 linear feet of stream bank stabilizati on at the outlet of a base ditch and 10 linear
feet (<0.01 acre) of temporary stream impact s associated with installation of the bank
stabilization.
Please see enclosed copies of the Pre-C onstruction Notification (PCN), stormwater
management plan, permit drawings and design plans for the above-referenced project. The
Programmatic Categorical Exclusion (PCE) wa s completed in January 2012 and distributed
shortly thereafter. Additional copies are available upon request.

30% developed or disturbed lands (roadsides and residentia l areas) and 40% cultivated land (agricultural fields and
pastures).

The purpose of this project is to replace a structurally deficient (sufficiency rating of 22.4 of 100) bridge.

The project involves replacing a 46-foot single-span bridge with a 85' long, two-span cored slab bridge on the existing
alignment with a temporary off-site detour. Standard road bui lding equipment, such as trucks, dozers, and cranes will be
used.

1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The proposed cored slab bridge is significantly longer than t he existing bridge, and will span Mountain Creek. The longer
bridge will allow for excavation of road fill under the crossing, which will improve bridge conveyance and reduce the
bridge opening velocities. No water will be directly discharged to the creek via deck drains. Grass shoulders will be
provided, promoting sheet flow and infiltration. The drainage systems in the vicinity of the bridge will outlet to a rip rap
pad.
1b. Specifically describe measures taken to avoid or mi nimize the proposed impacts through construction techniques.
Traffic will be maintained off-site during construction, eliminating the need for a temporary on-site detour. Best
Management Practices (BMPs) will be utilized during construction to attempt to reduce the stormwater impacts to the
receiving stream due to erosion and runoff.

4h. Comments: The NCDOT does not propose mitigation for the 8 linear feet of stream bank stabilization activities (including
the 10 linear feet of temporary stream impacts associated with the stabilization) or the <0.01 acre of mechanized clearing in
the wetland. Stabilizing the bank of a stream does not require fill in the stream bed and, therefore, under Section 404 of the
Clean Water Act, does not constitute Loss of Waters of the U.S. and is not subject to compensatory mitigation. Furthermore,
the proposed bank stabilization activities are necessary to prevent erosion and sedimentation, i.e. preventing bank
destabilization and minimizing impacts to the environment. The <0.01 acre of mechanized clearing in the wetland is well
below the threshold of impacts requiring mitigation (verified this with USACE 6/28/13).
