Dear Ms. Powell:
On July 29, 2021, 1 received the attached Notice of Deficiency. In accordance with the required
actions provided, I:
1) Herby acknowledge the requirements and the intent to comply.
2) Intend to conduct a self -audit of the minimum control measures that NCDEQ did not audit,
which includes at a minimum, an evaluation of compliance with the permit conditions
found in Part II Section B: Public Education and Outreach; Section C: Public Involvement
and Participation; Section F: Post -Construction Site Runoff Controls; Section H: Total
Maximum Daily Loads. The self -audit will be documented utilizing the DEQ standard MS4
Permit Compliance Audit Report Template and submitted by November 26, 2021 (one
hundred twenty [120] calendar days from the date of receipt of Notice).
3) Develop a draft Stormwater Management Plan (SWAP) by November 26 which details
specific actions, measurable goals, and implementation timelines to bring the stormwater
management program into compliance with NPDES MS4 requirements over the new 5-
year permit term.
4) Intend to respond to public comments on the Draft SWMP and submit a Final SWMP for
DEQ approval and final permit issuance.
5) Intend to submit an NPDES permit application within thirty (30) days of receiving written
DEQ approval that submitted Draft SWMP documents a compliant stormwater
management program.
