Dear Mr. Pittman:
On August 18, 2020, a Compliance Evaluation Inspection was conducted at the Dollar General Store - Chicken Foot Road
facility located off Chicken Foot Road (SR 2252) in Cumberland County, North Carolina. Mr. Tim O'Connell, Lead Project
Manager with Rhetson Companies, Inc. was also present during the inspection and his time and assistance is greatly
appreciated. The purpose of the inspection was to ensure compliance with State Stormwater Management Permit
SW6121104 that was issued on November 28, 2012. A copy of the Compliance Inspection Report is enclosed for your
review. As a result of the inspection and subsequent file review, it has been determined that the facility is not in
compliance with the conditions of the subject permit and approved plans.
The required actions that are necessary to bring this site into compliance are noted under the Inspection Summary and
Comments sections of the report. You are asked to provide this office a written/typed response within 30 calendar days
from receipt of this letter. Your response should specify actions that will be undertaken and the time frame that will be
required to correct the deficiencies. Failure to provide the requested information may constitute the issuance of a
Notice of Violation, which is subject to the assessment of a civil penalty of up to $25,000 per day, per violation. If

Inspection Summary:
At the time of inspection, it appeared that the associated built -upon area and stormwater control measure (infiltration
basin) had been initially constructed per the stormwater management permit and approved plans. However, the infiltra,
basin has not been properly maintained as evidenced by the presence of vegetative growth throughout the main
treatment area, which should be 6" of clean sand, as well as trees/shrubs growing within other areas of the basin. Due
the abundance of vegetative growth in and around the infiltration basin, other aspects of the permitted system such as
the forebay, grass filter strip and bypass/overflow weir could not be thoroughly evaluated. Records of inspection and
maintenance activities could not be provided for review upon request.
Appropriate maintenance must be conducted on all parts of the permitted stormwater management system in order to
meet the approved design criteria. A properly executed Designer's Certification needs to be submitted for the file. Upor
completion of necessary maintenance and receipt of the Designer's Certification, a follow-up inspection will be
conducted. Please note that Stormwater Management Permit SW6121104 is set to expire on November 28, 2020 and
must be renewed.
