Subject: Correction to 401 Water Quality Certification for B-4005, DWQ Project No. 20070474
Dear Dr. Thorpe:
This letter is in regards to the 401 Water Quality Certification (WQC) issued on June 13, 2007 for TIP B-
4005 (DWQ Project No. 20070474) authorizing stream impacts for the replacement of Bridge No. 70 over
the Grassy Creek on SR 1331 in Alexander County. The WQC issued on June 13, 2007 contains the
following language:
After reviewing your application, we have decided that these impacts are covered by General Water
Quality Certification Number 3633. This certification corresponds to the Nationwide Permit 31
issued by the Corps of Engineers.
The attached page corrects this language to read as the following:
After reviewing your application, we have decided that these impacts are covered by General Water
Quality Certification Number 3627. This certification corresponds to the General Permit 31 issued by
the Corps of Engineers.
Please attach a copy of this letter and its attachment with any copies of the original Water Quality
Certification. All other conditions written into the previous Water Quality Certification for this project
dated June 13, 2007 still apply except .where superceded by this correction. We are sorry for any

Dear Dr. Thorpe:
You have our approval, in accordance with the conditions listed below, for the following impacts for the
purpose of replacing Bridge No. 70 over Grassy Creek on SR 1331 in Alexander County:

The project shall be constructed in accordance with your application dated received March 14, 2007.
After reviewing your application, we have decided that these impacts are covered by General Water
Quality Certification Number 3627. This certification corresponds to the General Permit 31 issued by the
Corps of Engineers. In addition, you should acquire any other federal, state or local permits before you
proceed with your project including (but not limited to) Sediment and Erosion Control, Non-Discharge
and Water Supply Watershed regulations. This approval will expire with the accompanying 404 permit.
This approval is valid solely for the purpose and design described in your application (unless modified
below). Should your project change, you must notify the DWQ and submit a new application. If the
property is sold, the new owner must be given a copy of this Certification and approval letter, and is
thereby responsible for complying with all the conditions. If total wetland fills for this project (now or in
the future) exceed one acre, or if total impacts to streams (now or in the future) exceed 1501inear feet,
compensatory mitigation maybe required as described in 15A NCAC 2H .0506 (h) (6) and (7). For this
approval to remain valid, you must adhere to the conditions listed in the attached certification.
