Project Description —Greene 47, 17BP.2.R.18, SR 1091 Shady Grove Church Road over Rainbow
Creek Bridge to Bridge Replacement. The existing 69' long timber bridge will be replaced with an 85'
long cored slab bridge. Stormwater will diffuse flow through vegetated uplands before entering stream.
There are no weep holes on the proposed bridge.

Project Description:
NCDOT Division 2 intends to replace Bridge No. 47, a 69 -foot (roughly 21- meter) long reinforced concrete
deck bridge, on SR 1091 over Rainbow Creek. This bridge will be replaced on the existing alignment and in
the same location within the existing 60 -foot (nearly 18.3 - meter) wide ROW. The proposed project area will
be 1069 feet long (nearly 326 meters) so that the proposed APE will encompass nearly 1.5 acres (nearly .6
hectares). United States Army Corps of Engineer permits are anticipated. An off -site detour will be
employed during construction.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
A review of the maps and files archived at the North Carolina Office of State Archaeology was conducted on
September 1, 2011. No previously identified archaeological sites were recorded in the vicinity of the
proposed bridge replacement. No further archaeological investigation is recommended for the bridge
replacement project as currently described. This project should be considered to be compliant with Section
106 and NCGS 121- 12(a). Should the bridge replacement project change further archaeological consultation
will be required.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no
unidentified historic properties in the APE:
While no previously recorded archaeological sites are located within the current APE, upland ridge toes along
Rainbow Creek do exhibit known archaeological resources within two miles of Bridge No. 47. As currently
described this project does not extend up onto the high probability ridge toe. Additionally, an examination of
the Greene County soil surveys reveals that the current APE is composed of frequently flooded or sloped and
eroded soil types; neither of which are conditions that exhibit a high probability for NRHP - eligible
archaeological resources.

SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions: HPOWeb reviewed on 2
September 2011 and yielded no NR, SL, SS, LD, or DE properties in the Area of Potential Effects (APE).
The APE is centered on existing Bridge No. 47 and extends 100 feet from the existing SR 1091 (Shady
Grove Church Road) centerline to the N and S and 600 feet from the center of the existing bridge to the
W and E to encompass proposed construction activities. Greene County current GIS mapping, aerial
photography, and tax information (viewed 2 September 2011) indicates a predominantly wooded APE.
Domestic buildings dating to the late 1960s and mid 1970s are located on several parcels intersected by
the APE in the SE quadrant, and several houses and agricultural buildings dating to the 1940s stand on a
large (221- acre) parcel in the NW quadrant. All of the latter are located considerable distances from the
APE, and that small part of the parcel within the APE is wooded. HPOWeb identifies the Thomas Hooker
House (GR 353) just south of the APE; the mid - twentieth - century houses mentioned above abut the
property and its defining elements are located well outside the APE. Google Maps "Street View" (viewed
2 September 2011) confirms the absence of critical architectural and landscape resources in the APE.
Several surveyed properties and the Study - Listed Glenfield Crossroads Commissary (GR 345) appear
along the proposed off -site detour route. The county architectural survey and related publication do not
record any significant structural or landscape resources in the APE (Penne smith Sandbedc, Greene Along
Contentnea: The Arohitecturai History of Greene County, North Carolina, Snow Hill: Greene County Arts and Historical Sodety,
2009). Constructed in 1964, Bridge No. 47 is neither included in the NCDOT Historic Bridge Survey, nor
representative of any distinctive engineering or aesthetic type. Neither the APE nor the proposed off -site
detour route contain properties listed in the National Register of Historic Places. A finding of "no historic
properties affected" will satisfy both GS 121 -12(a) and Section 106 compliance requirements.
Should any aspect, including detour improvements, of the project change, please notify
NCDOT Historic Architecture as additional review may be necessary.
