Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary)
Stephanie Williams, with the Asheville Regional Office, conducted a Compliance Evaluation Inspection
of the Morningstar of Jackson Wastewater Treatment Plant on August 20, 2021. This inspection was
conducted to determine if the system is being operated and maintained in compliance with permit no.
NC0032808. Williams Mills (ORC) was present during the inspection. No deficiencies were noted
during the inspection.
The facility consists of two septic tanks, two aeration basins that operate in sequence, one secondary
clarifier, and UV disinfection. The septic tanks were initially used as equalization basins which became
unnecessary after plumbing fixtures in the rest home were replaced with low flow fixtures. The tanks
were repurposed as septic tanks. Tank one is currently in use and tank two has not been used for
several years.
This facility does not contain a digester and solids are pumped from the septic tank and aeration
basins as needed – at least annually. At the time of the inspection, solids were found to be very high.
The ORC stated that the solids need to be pumped soon. The 30-minute settleability was measured at
95% in aeration basin one and 92% in aeration basin two.

Process controls measured include pH, temperature, and DO.Comment:
Septic Tank Yes No NA NE
(If pumps are used) Is an audible and visual alarm operational?
Is septic tank pumped on a schedule?
Are pumps or syphons operating properly?
Are high and low water alarms operating properly?

Is the basin free of dead spots?
Are surface aerators and mixers operational?
Are the diffusers operational?
Is the foam the proper color for the treatment process?
Does the foam cover less than 25% of the basin’s surface?
Is the DO level acceptable?
Is the DO level acceptable?(1.0 to 3.0 mg/l)
The ORC keeps very good records which indicate that the DO is kept around 1.7 mg/L.
