This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0032808. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. This inspection was conducted to determine if the system is being operated and maintained in compliance with permit no. NC0032808. Williams Mills (ORC) was present during the inspection. No deficiencies were noted during the inspection. The facility consists of two septic tanks, two aeration basins that operate in sequence, one secondary clarifier, and UV disinfection. The septic tanks were initially used as equalization basins which became unnecessary after plumbing fixtures in the rest home were replaced with low flow fixtures. The tanks were repurposed as septic tanks. Tank one is currently in use and tank two has not been used for several years. This facility does not contain a digester and solids are pumped from the septic tank and aeration basins as needed – at least annually. At the time of the inspection, solids were found to be very high. The ORC stated that the solids need to be pumped soon. The 30-minute settleability was measured at 95% in aeration basin one and 92% in aeration basin two. NC0032808 17 (Cont.) (Approximately ¼ of the sidewall depth) A sludge judge could not be used to evaluate the sludge blanket because a low awning covers the plant. Is transmittance at or above designed level? Is there a backup system on site? Is effluent clear and free of solids? The UV system consists of two banks with one bulb each, which operate in tandem.
