The Federal Highway Administration and the National Park Service
plan to replace the Laurel Fork Bridge at Milepost 248.9 on the Blue
Ridge Parkway in Ashe County. The existing bridge was built in 1939.
The bridge spans a creek known locally as Laurel Fork and listed as
Cranberry Creek (B,TR,+) by NCDEQ. (36° 23.291'N, 81° 15.603'W)
The bridge replacement is being conducted in accordance with the
National Environmental Policy Act (NEPA) and other environmental
regulations. An Environmental Assessment (EA) was prepared for the
undertaking. The EA also included four other bridges that are not
included in this Water Quality Certification request. Information about
the project was submitted to NCDEQ and the State Clearinghouse.
Comments were provided by Dave Wanucha from the NC Division of
Water Resources. The comments were included in the NEPA
document and incorporated in the project plans.
The replacement bridge will be built on the same horizontal and
vertical alignment as the existing. There will be no permanent impacts
to streams or wetlands, since the abutments and piers are not
located within them. Project impacts are no more than minimal, and
are related to improvements of the existing agricultural easement that
will be used for construction access.
An application package has already been sent to the NCDEQ Land
Quality Section related to the Trout Buffer Waiver, ESC review, and
NPDES.
Based on the previous level of coordination with NCDEQ, and a follow
up call with David Wanucha on 8/17/2021, FHWA is not requesting an
additional meeting. FHWA is also requesting a reduced or waived 30-
day waiting period.
