E, Treatment system influent is groundwater pumped from an area impacted by petroleum hydrocarbons. The influent rn groundwater is routed through an oil/water separator(OWS)to remove measureable amounts of light non-aqueous Ephase liquids(LNAPLs).Separated LNAPLs and sludge are collected for offsite disposal or recycling.The groundwater exits the OWS and passes through bag filters to remove sediment(also disposed offsite)prior to air stripping.After air ;v stripping,the treated groundwater is polished by granular activated carbon prior to being discharged to Outfall 001.A ~ process flow diagram of the preliminary system design is attached. Currently,recovered groundwater is stored in frac tanks and disposed of offsite daily. Analytical data for a sample collected from one of the frac tanks is included to represent the influent to the treatment system.As is typical of initial carbon filtration usage,the first few equivalent volumes of water to carbon washes away impurities that may be in the carbon. Therefore,after each initial carbon usage(the filters will be changed several times per year)Colonial will containerize for offsite disposal the first 3 volumes of groundwater equal to the volume of carbon being rinsed,i.e. O 4,000 gallons of carbon would be rinsed with 12,000 gallons of stripper treated groundwater prior to resuming discharge. The rinsate will be stored for offsite disposal. Expended carbon will also be disposed offsite.Air stripping is known to remove approx.98%of VOCs while the carbon is used to remove most remaining compounds. This ECWR is requested to allow processing of the permit application as no data for the outfall discharge is available at this time. Once the system installation is completed, and startup of the treatment system has commenced a representative sample of the outfall discharge will be collected and analyzed for the Effluent Characteristics required in Section 4 of the Permit Application. Discharge to the outfall will not occur during startup sampling. Treated effluent from the treatment system will continue to be containerized during start up of the treatment system. Discharge to the outfall will not commence without prior approval from the North Carolina Department of Environmental Quality. Per review of the Charlotte Water FY21 Water&Sewer Rates and Fees,the cost to discharge treated groundwater to the sanitary sewer under the IWC-Industrial Waste Charge category is$0.27 per 100 cubic feet($0.27 per 748 gallons). Specifically, the Environmental Management Commission (EMC) may not act on an application for a new non-municipal domestic wastewater discharge facility until it has received a written statement from each city and county government having jurisdiction over any part of the lands on which the proposed facility and its appurtenances are to be located.
