Dear Ms. Beckwith:
I have enclosed a set of plans, a PCN application for NWP #14, and a vicinity map relative to the
proposed bridge replacement project on SR 1151 Big Pine Road, Madison County, NC.
We propose to replace the existing single span 22’ long by 17’ wide timber bridge over Back
Branch with a 35’ long by 24’ 10” wide single span bridge. An adjacent property was determined
to be eligible for listing on the National Register of Historic Places; therefore, the new bridge will
be constructed approximately 32’ downstream of the existing structure to avoid affecting the
property. This new bridge alignment will result in the relocation of 123 linear feet (LF) of
existing stream channel into a new 126 LF channel. No channel loss will occur. Bank
stabilization in the same footprint as the new channel will impact 120 LF of stream. Temporary
impacts located where the new channel joins Big Pine Creek will affect 14 LF. Back Branch is
approximately 8-10’ wide and 4” deep with a predominately sand, gravel, cobble, and small
boulder substrate. Back Branch is classified as Class C.
Existing channel morphology will be maintained upstream and downstream of the bridge.
Riparian vegetation will be reestablished along disturbed areas associated with the project.
Stormwater will be diverted through grass-lined ditches or vegetated buffers prior to entering
streams.
This project will not affect the northern long-eared bat (Myotis septentrionalis) (NLEB).
Following the SLOPES protocol from NWP Regional Condition 3.13, the project is not located in
a red HUC or within 0.25 mile of one. Approximately 2-3 trees may be removed. A survey of
the bridge showed no evidence of bat presence/usage; the bottom of the bridge is approximately
3’ above the stream surface. No effect on the remaining Madison County list of federally
protected species (threatened or endangered) will occur.

As a part of the 401 Certification process, the project was processed through the DOT
Programmatic Agreement for Minor Project as required by Section 106 of the National
Historic Preservation Act of 1966 and GS 121-12(a). No Historic Resources will be affected.
These forms are attached for the Corps file.
We request Marla Chambers, North Carolina Wildlife Resources Commission Western Region
Coordinator, to comment directly to the Corps concerning the permit request.
Kristi Lynn Carpenter, NC Division of Water Resources, Transportation Permitting Unit and
Kevin Mitchell, NC DWR Asheville Regional Office will review the project through the
electronic form (https://edocs.deq.nc.gov/Forms/Pre-Construction_Notification_Form).
Please charge the application fee of $240.00 to WBS element # 48207.3.1. Please forward
comments directly to the Corps with copy to Division 13 Environmental Officer.
