may be waived. The solvent management plan shall Include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics

Facilities thatincorporate a solvent management plan into the stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring
may be waived. The solvent management plan shall Include a list of the total toxic organic compounds used and the other elements listed in the General

stormwater discharge outfalls 1 and 2 be granted representative outfall status for stormwater outfall 3, Based on
the information provided and a December 6, 2018 site inspection, we are approving this request. In accordance
with 40 C1:R §122.21(g)(7), you are authorized to sample outfalls number 1 and 2 as representative for the
entire site. This approval is effective with the next sampling event.
Please append this letter to your Stormwater Pollution Prevention Plan (SPPP) or permit to document that
representative outfall status has been approved. If changes in drainage areas, structures, processes, storage
practices, or other activities occur that significantly alter the basis of this approval, representative outfall status

Outfall Status if stormwater discharges from a single outfall are representative of discharges from multiple
outfalls. Approved ROS will reduce the number of outfalls where analytical sampling requirements apply.

4.2 DISCUSSION OF DRAINAGE AREAS
The Fontaine Modification facility is located in Mecklenburg County, just outside the
Charlotte City limits. The facility lies within the Catawba River Basin. Stormwater runoff
begins as overland sheet flow to the outfalls within the facility boundary. Runoff from the
site travels in ditches and eventually ends up in Long Creek. Long Creek flows generally
southwest until it discharges into the Catawba River, which flows into Wylie Lake.
4.2.1 Drainaue Area-1
Drainage area 1, approximately 0.5 acres in size encompasses the southeastern
portion of the facility, and consists mostly of impervious roof area, with a small amount of
pavement and gravel. The area is 54% impervious (building and pavement). This area
includes outside storage of scrap metal and compressor blowdown. Pollutants could
include oil from scrap materials and potentially litter/trash. Additional discussion regarding
the monitoring requirements for Outfall #1 is provided in Section 6.

4.2.2 Drainage Areg 2
Drainage area 2, approximately 1.9 acres in size encompasses the western side of
the facility, and consists mainly of a gravel driveway and gravel interspersed with grass.
The area is 11 % impervious (building and pavement). This area is expected to see only
vehicular traffic and parking of new trucks awaiting modification, or trucks that have been
modified and are awaiting delivery to a client. These trucks are all new and have
undergone inspection for leaks either at the factory prior to being brought onsite, or
inspected onsite after modification. Immediately adjacent to the building between the bay
doors, some scrap metal products may be temporarily stored. Pollutants could include oil
from scrap materials, other vehicles driving to the side of the building and potentially
litter/trash. Additional discussion regarding the monitoring requirements for Outfall #2 is
provided in Section 6.
4.2.3 Dr_ainaae Ares
Drainage area 3, approximately 1.8 acres in size, includes the northern and eastern
portions of the site. This area includes employee parking (paved and gravel) as well as
the loading dock where materials are received. All materials received are brought directly
into the building from the truck. No materials are stored outside in this drainage area.
Drainage Area 3 is 41 % impervious (building and pavement). The remainder is
mostly gravel with small sections of grass on the outer edge. Stormwater generally flows
northeast onsite until it reaches Stormwater Discharge Outfall 3. Stormwater in this area
could contain oils employee or delivery vehicles with oil leaks, and litter/trash. Additional
discussion regarding the monitoring requirements for Outfall #3 is provided in Section 6.
