3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
Ebsting conditions onsite consists primarily of wooded land with a few shed/shack
structures. Specifically, there is one (1) perennial stream feature (SA) the bisects
the property east to west. General land use in the vicinity of the project consists of
residential and commercial development with some forested land. Raleigh
Tarrymore Square development is located just to the north of the property.
Greywood Drive is located just to the south of the project and Saratoga Drive is
located just to the west.

The purpose of this project is the construction a single-family subdivision including
but not limited to, residential lots, roadway infrastructure, and SCM's. Specifically,
there is one (1) buffer impact associated with an SCM outlet. Equipment typically
used for construction and earthwork such as backhoes, bulldozers, excavators,
graders, pavers etc. will be utilized for this project.

1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.*
S&EC completed a wetland delineation and Neuse River Buffer evaluation for the
entire property in order to identify natural resources so that impacts could be
avoided & minimized to the mapmum extent practicable. Impact 1 is proposed
permanent riparian buffer impacts for a SCM outlet. A riprap dissipator that will be
utilized to reduce flow velocities and minimize stream/buffer degradation. This outlet
will be placed angled with the stream to also minimize impacts.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Silt fencing will be utilized to avoid/minimize proposed impacts through construction
techniques.

I do not need to make a site visit for the above referenced project, and concur with the delineation within the red
outlined "Property Boundary" depicted on the attached "Wetland Sketch Map" exhibit. Due to workload volume it may
take 90-120 days for the issuance of a standalone JD, however, you may use the delineation for planning and permitting
purposes. Should the need for a permit arise the JD can be issued with the permit verification. The AID for this project is
SAW-2021-01430. I have attached the "Property Boundary" exhibit for reference.
