Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.* S&EC completed a wetland delineation and Neuse River Buffer evaluation for the entire property in order to identify natural resources so that impacts could be avoided & minimized to the mapmum extent practicable. Impact 1 is proposed permanent riparian buffer impacts for a SCM outlet. A riprap dissipator that will be utilized to reduce flow velocities and minimize stream/buffer degradation. This outlet will be placed angled with the stream to also minimize impacts. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Silt fencing will be utilized to avoid/minimize proposed impacts through construction techniques. E. Diffuse Flow Plan 1a. What type of SCM are you providing?* r Level Spreader r Vegetated Conveyance (lower SHWT) r Wetland Swale (higher SHWT) r Proposed project will not create concentrated stormwater flow through the buffer W Other SCM that removed minimum of 30% nitrogen 1b. Describe how diffuse flow will be maintained:* Diffuse flow will be maintained by using a dissipator pad at the SCM outlet. 1c. Due to workload volume it may take 90-120 days for the issuance of a standalone JD, however, you may use the delineation for planning and permitting purposes. Should the need for a permit arise the JD can be issued with the permit verification. The AID for this project is SAW-2021-01430. I have attached the "Property Boundary" exhibit for reference. Please let me know if you have any questions/concerns.
