The incident was called in and your crew responded promptly. After digging for most of the day, the crew discovered that the sewer pipe from the complex was never connected to the city pipe under Sharonview Road. It is now 7:30 pmand your crew is diligently working to make that connection.. It will probably be 11:00 p.m. before the work is complete and then we have the problem of a gaping hole covering over half the entrance to our community which must be repaired. Homeowners at Park Phillips are incredulous that this was permitted to happen. First of all, you should know that we have had myriad problems with the work of the General Contractor on this project, Superior Construction, and the developer, Terry Birch of Renaissance Development. We do not understand why there was no inspection of the connection of the systems, and if there should have been an inspection, how was this missed? What will be the consequences to the developer and the contractor? Will they be billed (and collected) for the cost of this repair that otherwise is paid for by CMUD customers and taxpayers? How prevalant is this problem in Char Meek? How can we be assured that any other connections have been properly made? What impact does over 3 years of sewage dumping into the ground have on the soil in this section of the community? As you can see, there are a number of questions for which homeowners want answers. We expect a full investigation from CMUD management into this incident and an accounting to us of the findings. In the meantime, I would appreciate a contact from you to inform me of your plan. As President of our homeowners' association, I. will share your plan and findings with other homeowners,. Also enclosed are "As -Built Drawings" of the sewer system and other items pertinent to the certification. LandDesign was neither the Design Engineer nor the Engineer of Record. Our efforts are only an attempt to provide NCDENR with the required information to accept the system so that our client, Mr. David Young of Renaissance Development Company, LLC, can turn ownership of the system over to the HOA of Park Phillips Townhomes. The following items were used in determining our recommendation for acceptance by NCDENR: 1. An "As -Built Drawing" of the system was prepared, reviewed and found to be within allowable tolerances, except for the segment that tied into the existing sewer. The slope of this line is 0.33% which is less than the minimum required. After calculating the minimum slope requirements, it was determined that the velocity was not less than two (2) FPS when flowing full. f the manholes an le 2. A visual sewage inspection wasomade and found tolines be acceptable.where Note: sbystemdepending been g functioning for approximately five (5) years. 3. Review of a video provided by the owner dated April 24, 2007. Our conclusion of the video review revealed a separation in the 8" sewer line approximately 50' from manhole #1. (see attached field reports for corrective measures taken) Based on the above findings and corrections, along with the fact that this is a functioning system, it is our belief that this system should be accepted by NCDENR.
