Additional information is required before we may continue our review, Please address the following items no later than March 5, 2004. 1. Please submit final engineering certification and 2 copies of as -built plans (not design). 2. Please clarify status of 1,016 linear feet of 8-inch gravity sewer in regards to the requested permit modification (8-inch line was permitted in December 2, 1999 permit). Please be aware that you are responsible for meeting all requirements set forth in North Carolina rules and regulations. Any oversights that occurred in the review of the subject application package are still the responsibility of the applicant. In addition, any omissions made in responding to the above items may result in future requests for additional information. Please reference the subject application number when providing the requested information. Two copies of all revised and/or additional documentation should be signed, sealed, dated, and submitted to my attention at the address below. It appears that based on the last 3 years outage data, 37 minutes was the longest outage. They have 2.4 hours storage assuming full flow and 24.1 hr storage based on their assumption that water usage would drop to 10% of normal in an outage. Please put the following as the last condition in the permit: The waters which may be impacted in the event of a power failure at the pump station permitted herein are classified as C. In accordance with 15A NCAC 2H .0219 (h)(3) and the Minimum Design Criteria for the Fast -Track Permitting of Pump Stations and Force Mains, SEction 5.04(B)(4), a letter of power reliability for the subject area has been provided from Duke Power Company, and included in the application package. Sufficient storage shall be provided in the pump station wet well above the high water alarm level to hold the wastewater expected to become tributary to the pump station during the maximum power outage time as determined from the last three years of outage data. The selection of this power reliability option does not relieve the applicant of liability or future enforcement actions should a discharge of wastewater occur at the pump station. Furthermore, it is strongly recommended that telemetry be installed as well as a portable generator receptacle. Don't forget to also include the language about, issuance of this permit does not relieve the Permittee from enforcement actions for construction not in accordance with the original permit. And, since they submitted a certification, you can take out the permit condition relating to submittal of that and delete the certification page. Thanks, Marie K. Duke Power has sent them a 3 year power outage summary with 37 minutes being the longest outage. Please review the faxed documents and let me know if I can issue the permit with wet well storage (this is the facility that is construction without a permit). Also, how do I write it in the permit?
