Attention: Mitch Latham, PE 16507-A Northcross Drive HuntersviIle, NC 28078 Subject: Sewer Availability at Balsom Ridge Business Park September 19, 2006 Dear Mr. Latham, We have reviewed the last set of sewer plans submitted for the commercial property listed above. At this time there is capacity in the East Lincoln County Water and Sewer District to receive the proposed 18 lot commercial subdivision. The projected flow using NCDENR wastewater flow guidelines is 31, 840 gallons per day. The ELSD projects the flows will be 15,920 gpd based on similar developments in this area. Due to the current demand within our system, and as we continue the process of permitting a new wastewater treatment plant, we agree to accept the flow from nine (9) of these lots, half of the projected total flow. The accepted flow is 15,920 gpd using NCDENR numbers and 7960 gpd based on actual flows from the ELSD. If this capacity is used up after 12 months from the original submittal, July 10, 2006, the developer can request an increased flow amount to the current letter. Lincoln County will review your request based on conditions at that time. Before we can receive any sewage for treatment, this entire parcel will need to be annexed into the Sewer District. A letter from the owner(s) must be submitted to the East Lincoln County Water and Sewer District requesting annexation into the district at no cost to the district. This request will be reviewed by staff, submitted to the BOC and after a public hearing be annexed into district. The accepting facility is the Forney Creek WWTP, Permit # NC0074012 and the receiving sewer is the East Lincoln County Water and Sewer District Contract #3 Wastewater Collection Extension, Permit # WQ0010918. In reviewing the plans, the details need to be changed to LCPW, revision 2/15/06, details. Details SS-1, SS-2, SS-4, SS-6 or SS-7, SS-8 and SS-9 need to be included. Per the 2-06 revision of the standard details, we have removed all steps in manholes. The type of pipe to be used in the proposed sewer line needs to be called out on the plans.
