PROJECT SUMMARY: The applicant is proposing to perform maintenance dredging within the existing boat basin, access canal and entrance channel. Mason Landing Yacht Club, LLC Page Two PROJECT DESCRIPTION: Please refer to the Field Investigation Report (FIR.) for Mason Landing Yacht Club, LLC C/o Steve Saieed, prepared by Robb Mairs and circulated on 3/08/07. CAMA Maj or permit #67-07 was issued to Mason Landing Yacht Club, LLC, authorizing the construction of a 25-lot residential subdivision, including but not limited to the roads, sidewalks, utilities, marina clubhouse, pool and associated infrastructure. The permittee is now requesting approval under the CAMA Express Permitting Program for maintenance dredging within the existing boat basin, access canal and entrance channel. The waters of the AIWW in the vicinity of the project area are classified "SA-ORW" by the Division of Water Quality. The area immediately adj acent to the project site is NOT designated as a Primary Nursery Area by the Division of Marine Fisheries, and according to maps provided by Shellfish Sanitation, the area adjacent to the project site is CLOSED to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to perform maintenance dredging within the existing boat basin, access canal and entrance channel. The applicant is proposing to perform maintenance dredging within the existing marina basin, access canal and entrance channel to a depth greater that originally permitted. According to the application and site drawings, approximately 9,500 cu. yds. of material would be excavated using a bucket and barge type dredge. The boat basin (422' x 110') would be dredged from the existing depths (ranging from -0.20' to -~.0'Mean Low Water (MLW)) to -6.0' MLW. The dredged footprint of the access canal and entrance channel would include a 60' (bottom cut) x 600' area, and final dredged contours would average -6.0' MLW within the access channel and taper off to the depth of the adjoining federally maintained channel (approximately -9.0 to -10.5' MLW). The top cut of the proposed dredging activities within the canal and entrance channel would be cut/tapered at a 4:1 side slope from the edge of the bottom cut. The proposed dredging activities would remain within the same footprint as originally permitted, however as previously mentioned, the entire boat basin and access channel would be deepened from the originally permitted -5.0' contour to -6.0' contour (relative to MLW). According to the application package, the proposed dredging activities would be located a minimum of 10' from any areas of Coastal Wetlands. Spoil material generated from the dredging activities would be off-loaded at the head of the boat basin, and then transported and spread throughout the high ground portion of the properly. Please refer to Sheet 2 of 4 for a detailed description of the spoil disposal area and Sheet 1 of 4 for a detailed description of the proposed dredging activities. 10. ANTICIPATED IMPACTS: The proposed boat basin, access canal and entrance channel maintenance dredging would impact approximately 82,420 sq. ft. of previously dredged shallow bottom area, deepening the basin and access canal to -6.0 MLW. Additionally, the entrance channel would be dredged to a depth of-6.0', or to the depth of the connecting federally maintained channel. As proposed, it appears that the dredging and disposal activities would not impact Coastal Wetlands, Primary Nursery Areas (PNA), Submerged Aquatic Vegetation (SAV) or open shellfishing waters. Increases in turbidity should be expected during the dredging period however, no long term or adverse impacts are anticipated. The marina, formerly known as Johnson Marine, is located partially within an inland basin and partially in the open waters of Middle Sound, New Hanover County, North Carolina. The proposed work includes maintenance dredging of the existing access channel and existing basin. Previous permits for the site include Major Permit # 67-07 and GP # 47450. Stormwater Permit No. SW806720 has also been issued for the site. The Major Permit authorized all of the upland development for the site located within the 575' AEC. The General Permit authorized sections of the bulkhead along the northern boundary of the inland basin.
