PROJECT SUMMARY: The applicant is proposing to re-develop the three parcel tract (1.08 acres) by constructing a single condominium building with associated parking, driveways, swimming pool, stormwater collection and treatment system and utilities. PROJECT DESCRIPTION Mactec Engineering and Consulting, Inc. , on behalf of Marina East, LLC, has requested that the attached application be processed under the Express Permit Review Program. The physical address of the project site is 400, 400-A and 402 North Lake Park Boulevard, adjacent to the Carolina Beach Yacht Basin, in Carolina Beach, New Hanover Co. To find the property, take S. College road (Highway 421) from Wilmington to Carolina Beach (approximately 15 miles). Cross over Snow's Cut Bridge and continue to travel south along Highway 421. Turn left at the intersection of St. Joseph's Street and North Lake Park Boulevard (located approximately 2.5 miles from Snow's Cut bridge) and the property will be located on the right hand side (on the north side of Domino's Pizza). Lee's Lane borders the project site to the north and Blackburn Seafood borders the property to the south. The 1.12-acre parcel consists of three individual tracts that lie between North Lake Park Boulevard and the Carolina Beach Yacht Basin. Two of the tracts (Lots 400 and 400-A) are developed with both commercial and residential units and Lot 402 is currently undeveloped. Combined, Lots 402 and 400-A have approximately 218' of shoreline frontage bordering Carolina Beach Yacht Basin. The shoreline is currently bulkheaded, however the bulkhead is dilapidated and is in need of repair/replacement. Adjacent to the single-family residence located on Lot 400-A is a private pier, platform and floating dock. No plans are proposed as part of this permit application package to repair and/or replace the existing bulkhead or the pier and dock. Elevation at the property ranges from 5'-8' above mean sea level. High Ground vegetation is sparse and consists of lawn grass and landscape shrubs. There is a small area of coastal wetlands located in the far northeast corner of the property, waterward of the existing bulkhead. The coastal wetlands (primarily Smooth Cordgrass) and Normal High Water (NHW) were flagged by DCM staff on 5108/07. Municipal water and sewer is currently provided by the Town of Carolina Beach. The waters of the Carolina Beach Yacht Basin that are adjacent to the project site, are classified as SB by the North Carolina Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries, and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT The applicant is proposing to re-develop the three parcel tract (1.12 acres) by constructing a single condominium building with associated parking, driveways, swimming pool, stormwater collection and treatment system and utilities. Prior to construction, the applicant is proposing to remove (demo) the single building occupied by Domino's Pizza and the existing single-family residence. Following demolition, the applicant proposes to clear and grade the site, then begin the re-construction portion of the project. According to the application package, the building would be a single five-story building containing thirty-two (32) private units. There would be four habitable floors with eight units on each floor. Each unit would consist of a two bedroom, two-bath home with approximately 1,420 sq. ft. The building footprint would be 16,500 sq. ft. and total heated space would be approximately 45,440 sq. ft., resulting in a density of 32 units/0.4acre. The building height would be approximately 50', as measured from the roofline and approximately 56' as measured from the parapet wall. The building would span in an east to west direction, with parking and drives located beneath the building. Additional parking would be located on the western side of the building, in the same footprint as the proposed sediment basin for the proposed stormwater collection and treatment system. The entrance/exit drives would be located along the western side of the property (adjoining North Lake Park Blvd.) and also along Lee's lane. The swimming pool would be located on the eastern side of the building and would be encompassed by concrete decking. A portion of the building and the swimming pool would be located within the 75' Area of Environmental Concern (AEC), however no development is being proposed within the 30' Coastal Shoreline Buffer. Marina East, LLC Page Three The applicant has obtained a Conditional Use Permit from the Town of Carolina Beach for the proposed development. Although this project has been approved on the local level, the applicant has not yet obtained State approval from the Division of Water Quality for Stormwater collection and treatment, nor has the applicant received approval from the Division of Land Resources for Sedimentation and Erosion Control. 10. ANTICIPATED IMPACTS The initial grading of the property would result in the disturbance of approximately 1.08 acres of high ground. The proposed condominiums, pools, pool houses, decking, walkways, parking areas and drives would result in the creation of approximately 35,963 sq. ft. of impervious surface. Total impervious surface coverage within the 75' Estuarine Shoreline AEC would be 1,824 sq. ft. or 13.4%. Any existing structures at these addresses will be removed. The site abuts St. Joseph's Street at the intersection of North Lake Park Boulevard. The current properties are under two zoning districts with the bisecting line running north-south 155 feet east of the western property line. The western portion of the property is zoned Highway Business and the eastern piece is Marina Business. The combined tract including the easement to the north is 1.26 acres. The building portion of the project will be a single five-story building containing thirty-two private residences. The building's footprint is 16,500 square feet. The allowable building footprint is 16,752 square feet for this site based on the forty percent maximum of the upland portion of this building site. There will be four elevated residential levels with eight residences per level. Each residence will be a two bedroom two bath home of approximately 1,420 square feet. The remaining area will be a combination of storage, balconies, and vertical and horizontal circulation components. The total living space for the building is approximately 45,440 square feet. The maximum height of the building roof-line will be fifty-three feet. The maximum height of the parapet wall atop the roof will be fifty-six feet. Parking for this project will be on grade with one point of ingress and egress from Lee's Lane. Each residence will be provided with two parking spaces for a total of sixty-four spaces. Three additional parking spaces will be made available for swimming pool access. Up to four auxiliary parking spaces may also be made available. A sprinkler system is required for this project by the North Carolina Building Code and will be based on NFPA standards with input from the local Fire Marshall. The sprinkler system will be designed by a licensed sprinkler contractor based on specifications provided by a mechanical engineer. Standpipes will be located as required by code and an FDC will be provided adjacent to Lee's Lane for connection to necessary fire fighting apparatus. Afire alarm system will be designed and installed per North Carolina Building Code. The open space requirement for this project is twenty-five percent. Ten thousand four hundred seventy-seven square feet is required with sixteen thousand eight hundred seventy-seven square feet being provided. A pool is being provided as an amenity for homeowners living in this project. A ten foot wide boardwalk is planned to parallel the bulkhead along the marina's edge. A sidewalk will be installed along the street frontage of the property for future connection along street.
