HomeMy WebLinkAbout20130436 Ver 1_BPDP MEMO_20130221Ms. Katie Merritt Nutrient Offset Coordinator 1650 Mail Service Center Raleigh, NC 27699 -1650 Re: Evans Ballahack Draft BPDP Dear Ms. Merritt, February 20, 2013 Greene Environmental Services, LLC (GES) of Snow Hill, NC is submitting this Bank Parcel Development Package for a new riparian buffer / nutrient offset mitigation bank in Edgecombe County, NC. The Evans Ballahack Bank Parcel is located in the Tar River Basin (HUC: 03020103). The project is ten acres in area and approximately 5000 linear feet along and unnamed tributary to Ballahack Creek. Ballahack Creek is a channelized and severely impaired tributary to Conetoe Creek which flows into the Tar River near the Pitt County township of Falkland, NC. The mitigation project will entail the conversion of row crop agricultural land into a hardwood forest community comprised of tree species appropriate to the region, soils and topographic position of the site. The site will be placed under permanent conservation easement and should successfully reduce soil erosion and nutrient input into the adjacent tributary and ultimately contribute to improved water quality in the adjacent waterways and the Tar River Basin. The seasonal window for successful planting typically ends by mid - March. Consequently, we are asking for special consideration. We request that we may begin the planting process following DWQ's preliminary approval of the draft BPDP (prior to going on public notice). This will allow GES time to contract a professional tree planting service and ensure that this project has the greatest potential to meet the intended environmental goals of the Tar Pamlico watershed rules. We understand that if your office grants approval for GES to begin planting this will not constitute a final approval of the BPDP.
