We are willing to risk it, but of course we will wait on your preliminary approval with any changes you wish to
make to the BPDP before moving forward with planting.

Hev Lia,
I don't think your request on behalf of OES would be a problem. However, you would need confirmation from DWQ
stating this (this email is not confirmation) and that if you did start planting, OES may be susceptible to having to change
things if public comments are received with concerns that are worth changing. So, it's more of a "yes " but with "a risk " if
there are comments worth noting. Does this answer your question? IT was great seeing you guys the other day!

today. As per the cover letter, would you be willing to allow us to begin the planting plan implementation
process (hire contractor, purchase seedlings, begin planting, etc.) following your preliminary approval of our
