Wilmington, NC 28405 REF: September 17, 2020 Pretreatment Review of Industrial User Permits—Additional Information Required; Town of Rose Hill (NE003s08) Duplin County NCoo56S63 Mr. Daniel Smith, Director Division of Water Resources This letter is provided in response to the above additional information request issued on September 17, 2020 addressed to Public Utilities Director, Mr. Ivey Knowles. In the future on all Pretreatment Correspondence, list the Town Administrator as the main addressee, copying other local officials. The Town's previous consultant worked on review of the Pretreatment Permit Applications and drafting of the Industrial User Permits (IUP) in 2019. These permits were initially submitted to the NCDEQ Pretreatment Unit in 2019. However, the submittal package was not complete and an additional information request from NCDEQ was issued. As explained in previous October 8, 2020 letter, the Town has changed consultants and management during this time. For this reason, miscommunication and non-application of correct procedures has resulted. It is believed that these permits were sent to the industries when they were initially signed in 2019, however documentation of that transmittal could not be located in the files. Mr. Wheeler also checked with the industries directly and they could not locate documentation showing a transmittal at that time. The permits have been transferred to the industries by certified letter as provided in the August 19, 2020 submittal.
