Sullins, Director Division of Water Quality July 2, 2007 DWQ Project # 06-1121 Guilford County Subject Property: Tucker -Siegal Lots 1 and 2 UT Deep River [030608, 17-(1), WS-IV-CA] REQUEST FOR MORE INFORMATION: STORMWATER MANAGEMENT PLAN Dear Mr. Willard: On January 10, 2007, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification to place fill within 105 linear feet of perennial stream in order to construct a road crossing for an access road into your property located at the intersection of West Wendover Avenue. and Piedmont Parkway in High Point, Guilford County. This project was described in your application received by the DWQ on July 19, 2006 and in additional information received by DWQ on November 20, 2006 and January 3, 2007. In order to meet Condition 2 of the 401 Certification for this project, a stormwater management plan for this project was received by the DWQ on May 19, 2007. The DWQ has determined that your stormwater management plan was incomplete as discussed below. 2. The bioretention worksheets for proposed bioretention areas 1 and 4 indicate inlet velocities of 3.0 and 4.5 feet per second respectively. The velocity into a bioretention area should not exceed 1.0 feet per second in order to prevent the mulch from erosion. Please provide an engineering device to reduce the outlet velocities within the allowable range. The planting plan for the bioretention areas includes Myrica cerifera, which fixes nitrogen and is therefore not appropriate for use in a stormwater BMP. Please select another species in place of Myrica cerifera. 4. The drawdown time for the bioretention areas should be 12 hours or less. 5.
