The final plans and specifications for the subject project have been
reviewed and found to be satisfactory.
Authorization is hereby granted for the construction of conversion of
the existing 6.0 mgd wastewater treatment plant to 4.08 mgd facilities
consisting of new headworks to include a new mechanically cleaned bar screen,
aerated grit unit and a relocated existing comminutor, new influent wastewater
pump station with two (2) pumps rated at 1950 gpm and two (2) pumps rated at
3300 gpm, influent flow monitoring, removal and disposal of sludge (upon
approval by DEM) from the existing aeration basin and the sludge basin, and
the division of the existing sludge basin by diking to provide a concrete
lined aeration basin with seven 25 hp floating aerators and an aerated
digested sludge basin with four (4) 20 hp submersible mixers; renovations to
the existing secondary clarifiers, replacement of the two (2) existing return
waste sludge and recirculation pumps, respectively, with two (2) 78 gpm
variable speed, non -clog return/waste sludge pumps and one existing sludge
holding basin to an aerobic digester, a new dissolved air floatation (D.A.F.)
sludge thickener and D.A.F. building, one (1) 345 gpm constant speed digested
sludge pump for pumping sludge into tanker, dual 50 gpm plunger type thickened
sludge pumps, lab and control building expansion, chlorination facilities and
new chlorine drain, three (3) groundwater monitoring wells, associated yard
piping, electrical work and appurtenances.
Prior approval of the method and site for disposal of the sludge
accumulations removed from the existing two (2) aeration basins must be
obtained from the DEM Mooresville Regional Office.

Do not proceed with construction until the Authorization -to -Award
package, EEO, and MBE documentation/certification have been reviewed, and you
are in receipt of our approval if federal funding is desired for project
construction.

The permittee shall employ an actively State certified wastewater
treatment plant operator to be in responsible charge of the wastewater
treatment facilities. Such operator must hold a valid State Certificate of
the grade at least equivalent to the classification assigned to the wastewater
treatment facilities by the Certification Commission. When a new chief
operator must be obtained to be in responsible charge of the new facilities,
it is required that this be done by the time the construction of the
facilities is 50% complete.
This Authorization -to -Construct is issued in accordance with Part III,
Paragraph C of NPDES Permit No. NC0023981 issued June 19, 1987 and shall be
subject to revocation unless the wastewater treatment facilities are
constructed in accordance with the approved plans, specifications, and
supporting documents; and are in compliance with the conditions and
limitations specified in Permit No. NC0023981.
The permittee shall have an acceptable sludge analysis and a sludge E.P.
toxicity analysis which have been approved by the Division of Health Services,
Solid Waste Management Branch prior to the disposal of any sludge from the new
wastewater treatment plant. Copies of the analyses, supporting documents, and
approvals shall be submitted to the Division of Environmental Management's
Water Quality Section and the Fayetteville Regional Office.
During the construction of the proposed additions/modifications, the
permittee shall continue to properly maintain and operate the existing
wastewater treatment facilities at all times, and in such a manner, as
necessary to comply with the effluent limits specified in the NPDES Permit.
Prior approval must be obtained from the DEM Mooresville Regional Office for
any by-passing of the wastewater treatment plant.
The disposal or selling or free distribution of wet, dried, composted
sludge or sludge -like materials from wastewater facilities without prior
review and approval by this Division is illegal.
Within 90 days of permit issuance, three (3) monitor wells, one (1)
upgradient and two (2) downgradient shall be installed to monitor groundwater
quality. (Note: The Permittee may construct temporary monitor wells approved
by the Mooresville Regional Office. Both the location and construction
details for these wells must be approved by the Mooresville Regional Office).
The monitor wells must be sampled immediately after completion for the
following parameters:
NO3 Fecal Coliform
TDS Total Ammonia
pH TOC
Chloride TOX

The results of this sampling and analysis shall be submitted to the
Groundwater Section of the Division of Environmental Management. If sampling
and analysis is conducted as requested, and groundwater quality problems are
not indicated, additional groundwater monitoring will not be necessary.
One (1) set of final approved plans and specifications is to be
forwarded to you, one (1) set to the Environmental Protection Agency (EPA),
and one (1) set to the Corps of Engineers.
