can determine, every draft up to and including the draft permit transmitted
via email dated 09/13/2004 established the limit to be 6.0 < pH < 9.0 (see
below). This is the version that the City accepted. No notice or
justification was given that the limit in the final permit had been changed
to 6.8 < pH < 8.5. This may have just been a typo and we are requesting
that the pH limit in the final permit be revised to 6.0 < pH < 9.0.

Marshall, we have completed Public Hearing and Hearing Officer's Report
to the Director. Attached are the final documents, to be submitted this
week with recommendations for his review and signature.
Please note several small changes from, and corrections to, the draft
permit. These are discussed in the permit cover letter. You might

remember that public concerns focused on stormwater and general cultural
growth (EA and FONSI related) as potential "secondary impacts" of
expansion, and therefore inappropriate for this forum. There were
othewise no objections to this permit.
