RE: Renewal of the Memorandum of Agreement between the Lower Cape Fear River Program and the North
Carolina Division of Water Quality
NPDES Permit Modification for Instream Monitoring
NC0023965 Northside WWTP
New Hanover County
Dear Mr. Jordan:
For the past fifteen years, the subscribers of the Lower Cape Fear River Program (LCFRP) have broadened our
collective understanding of the Cape Fear River basin through water quality monitoring. The Division of Water
Quality (DWQ) greatly appreciates the program's continued support of the monitoring and the time and
expertise contributed by its subscribers.
By this letter the DWQ confirms the waiving of instream monitoring requirements within your individual
NPDES permit in exchange for the LCFRP's monitoring of the basin as specified within the renewed
Memorandum of Agreement (MOA) effective July 1, 2011. The agreement identifies the stations, parameters,
and frequency of monitoring required of the program in order to maintain the instream monitoring waivers for
your individual permits. Influent and effluent monitoring requirements are not affected by this waiver. Should
your subscription in the program be terminated, you must notify DWQ immediately and the instream
monitoring requirements in your permit will be reinstated.
All other terms and conditions in the original permit remain unchanged and in full effect. These modifications
are issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the US Environmental Protection Agency.
